DOST-Pagasa: Bagyong Ramil magpapaulan ngayong maghapon at bukas sa napakaraming bahagi ng bansa.

Magdala ng payong, kapote o kaya bota bago pumunta sa sementeryo.

Patuloy ang babala ng DOST-Pagasa sa mga kababayan sa Northern Palawan, Calamian Group of Islands, Southern Occidental Mindoro, Southern Oriental Mindoro, Aklan at Antique na maghanda sa Bagyong Ramil.

Nangangahulugan din ito na pagbabawalan ng mga substation ng Philippine Coast Guard na pumalaot ang lahat ng uri ng sasakyang pandagat sa lahat ng mga pantalan ng mga lalawigang kung saan pinaiiral ang TCWS No. 1.

Ayon kay Elvie Tan Enriquez ng DOST-Pagasa, maaring lumikha ang Hanging Amihan malalaking alon sa mga baybayin ng Hilagang Luzon, silangang baybayin ng Sentral at Katimugan Luzon kaya hinihikayat nila ang mga mangingisda, mandaragat at mga byahero na ipagpaliban ang pagpalaot.

Ang Bagyong Ramil ay ang dating low pressure area na lumakas at naging isang tropical depression.
Ipinaliwanag ni Bb. Tan  na pinalalakas ng Hanging Amihan ang Bagyong Ramil na may katamtaman hanggang manaka-nakang malakas na pag-ulan sa loob ng 200 kilometrong lapad nito.

Sa briefing kaninang ika-11 ng umaga, inulat ni Senior Weather Specialist Chris Perez na ang bagyong Ramil huling namataan sa layong 85 kilometro timog-silangan-timog  ng Coron, Palawan.

Taglay ng Bagyong Ramil ang lakas ng hangin na 45 kilometro bawat oras na malapit sa gitna at pagbugso na aabot sa 60 kilometro bawat oras.

Inaasahan ng DOST-Pagasa na  kikilos ang Bagyong Ramil pakanluran sa bilis  na 20 kilometro bawat oras at tatawid  sa Calamian Group of Islands o Hilagang Palawan ngayong araw na ito.

Pinag-iingat din ang mga kababayan na naninirahan sa iba pang bahagi ng Mimaropa, Kabikulan, Metro Manila at Calabarzon sa mga biglaang pagbaha at pagguho ng lupa dahil sa  malakas na pag-ulan dala pa ring Hanging Amihan.#

SOS Children's Village features modern artists in Art Exhibit for a Cause

In celebration of their 50th Anniversary, the SOS Children's Village Philippines is holdng an "Art Exhibit for a Cause" in Muntinlupa City.

The exhibit features the works of Rene Robles, a painter leading the movement of assertivism and Aris Bagtas, noted visual artist and sculpture.

Also part of the exhibit are collectible Items that can be purchased.

These collectibles are donated by personalities such as Teddy Corpuz, Maxene Magalona, Sharlene San Pedro, Trina Legaspi, Myrtle Sarrosa, and Sarah Carlos.

Proceeds from the sale of arts and collectibles will be used for the benefit of their wards: children and youth who were abandoned, neglected or abused.

SOS has been providing home and parental care to over 1,200 in 96 family houses in 8 Children's Villages.

SOS, likewise,  assist families vulnerable to break-ups to prevent child neglect and abandonment in areas where they are present.

The SOS Children's Village's Art  Exhibit for a Cause ends on Sunday.

Mimaropa Naturally returns to Manila

For the 3rd time,  the Department of Trade and Industry  organized Mimaropa Naturally Agri-Trade and Tourism to provide small and medium enterprises in the region a venue where they can  sell their products or services.

Mimaropa is famous for tourist destinations  like Puerto Galera, Puerto Princesa City Underground River as well as Icons such as Morions, Tamaraw and marbles.

The region is also a prime source of rice, bananas, seaweeds, tuna and other agricultural and marine  products.

Mimaropa Naturally opened on Wednesday and will run until Sunday, October 22, at the SM  Megamall.

"This won’t be made possible without the unwavering support from our partner agencies - DOT 4B, DAR 4B, DA 4B and the provincial government offices of the 5 provinces and city govts of Calapan and Puerto Princesa," said DTI-Mimaropa Regional Director Joel Valera.

"This year, we bring 150 micro small and medium enterprises to Manila. The MIMAROPA naturally agri trade and tourism fair continues to be the avenue of our entrepreneurs to gain new and larger markets," said Director Valera. #

Comelec suspends all preparations and activities for October polls

Following President Rodrigo Roa Duterte’s approval on October 2, 2017 of Republic Act No. 10952 (see digital copy below) postponing the October 23, 2017 Barangay and Sangguniang Kabataan Elections, COMELEC Chairman J. Andres D. Bautista has ordered the suspension of all activities in relation the said electoral exercise. The COMELEC Chairman issued today, October 4, 2017, a Memorandum addressed to all COMELEC Department Heads and all Regional Election Directors in Luzon and Visayas ordering the said suspension and ensuring that the same is immediately and properly disseminated to all concerned.
For his part, COMELEC spokesman James Jimenez said the poll body “welcomes the news that the President has just signed the law postponing the Barangay and Sangguniang Kabataan Elections.” “Adjustments will be made to the COMELEC’s current preparations, taking the new date of elections into consideration, and continuing on-going activities for the 2019 exercise. Work goes on for us,” he said. #

NDRRMC Concludes National Disaster Resilience Month

The National Disaster Risk Reduction and Management Council (NDRRMC) through the Office of Civil Defense (OCD) holds the National Disaster Resilience Month (NDRM) 2017 Closing Ceremony during the Monday Flag Raising at the GHQ Canopy, Camp General Emilio Aguinaldo, Quezon City.

OCD led the awarding of winners for the nationwide contests held in observance of this year’s NDRM with the theme, “4Ks: Kamalayan sa Kahandaan, Katumbas ay Kaligtasan”. Top three winners for the Theme-writing, Poster-making and Essay-writing contests were recognized as well as the top 12 finalists for the 2^nd Resilience Mobile Photography Contest. The top three and most popular photo winners for the mobile photography contest were announced during the awarding ceremony.

NDRRMC Chairperson and National Defense Secretary Delfin N Lorenzana witnessed the confernment of awards led by NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad together with Civil Defense Deputy Administrator Asec Kristoffer James E Purisima.

In his message Secretary Delfin N Lorenzana emphasized the importance of choosing resilience as an answer to the challenge of survival amidst various natural and human-induced hazards experienced in the country.

“I urge everyone to remain united under the banner of our cause. Let us strive to become greater through our ingenuity and commitment. Let us harness the collective knowledge and mastery of our people in Civil Defense and Disaster Risk Reduction and Management, drawing inspiration from our people who rely upon us, who have faith in us, so we can truly realize the vision of having a safer, climate-change adaptive and disaster-resilient Philippines,” says Secretary Lorenzana.

NAPC leads Kilos SAMBAYANAN against poverty on Sunday

The National Anti-Poverty Commission will launch its flagship anti-poverty reduction agenda, Kilos para sa SAMPUNG BATAYANG PANGANGAILANGAN (Kilos SAMBAYANAN), in a forum where the Human Development and Anti-Poverty Reduction Cabinet Cluster (HDPRCC) will highlight their programs and projects on poverty reduction, on Sunday, July 16, at Brgy. 286 Delpan, Tondo, Manila.

Kilos para sa Sampung Batayang Pangangailangan (Kilos Sambayanan), according to NAPC Secretary Liza Maza, is a call for convergence and a commitment among all sectors of society to address poverty across its many dimensions. It also represents the ultimate measuring of the impact of government programs on the lives of the poor.

“The deprivation that the poor suffer from are far too complex and diverse to be defined by one – dimensional measures such as income. Ang kahirapan ay hindi lamang kakulangan sa kita. Ang kahirapan ay ang hindi pagkamit ng isang tao ang mga bagay na bumubuo sa maayos na pamumuhay gaya ng pagkain, tirahan, malinis na tubig, hanggang sa mga oportunidad para sa pagpapaunlad ng sarili gaya ng edukasyon, trabaho, pensyon atbp,” Sec. Maza said.

Based on a multi-dimensional view of poverty and a universal rights-based approach to poverty eradication, NAPC, in consultation with the basic sectors has identified food and agrarian reform, water, shelter, education, healthcare, work, social protection, healthy environment, peace, and participation as the 10 basic needs of the poor (Sampung Batayang Pangangailangan).

“The poor are working in the informal sector, industrial areas, and agricultural lands. They are ambulant vendors, factory workers, farmers, fisherfolks, who work more than our daily eight hours, and yet are still left with insufficient means to fend for themselves because we have been providing them with band-aid solutions - kung maraming malnourished, magpapafeeding program. Kung kailangan ng pabahay, makikipila sa mahabang listahan ng mga nagnanais magkabahay,” Sec. Maza added.

According to the Philippine Statistics Authority (PSA, 2016), at least 20 million Filipinos are still poor. The minimum wage of P454 for agricultural and manufacturing workers, and P491 for the non-agricultural workers are still less than half of the P1,088 family living wage or the income needed to cover the basic needs of a family everyday, excluding the expenses for education and hospital emergencies. A family of five need at least P6,329, on average, monthly to meet the family’s basic food needs and at least P9,064, on average, monthly to meet both basic food and non-food needs. PSA data showed that 1.3 million families or 8.2 million Filipinos do not have enough income cover their monthly expenses on food, while the latest survey from the Social Weather Stations (SWS) said that 2.7 million families experienced hunger at least once in the first quarter of 2017.

“We are bringing Kilos SAMBAYANAN closer to the poor and marginalized sectors because our goal is to create a strong mass movement, politically and economically empowered to ensure that their needs are being addressed by their government, through active participation in governance and nationalist development. It is fitting that we are launching Kilos SAMBAYANAN in the birthplace of Andres Bonifacio, who founded and led the Katipunan against social injustice and oppression during his time,” Sec. Maza said. ####

TF Bangon Marawi meets for Marawi Crisis Rehab and Recovery

07 July 2017- Members of Task Force Bangon Marawi discuss rehabilitation and recovery plans during the task force organizational meeting today, at the Social Hall, Department of National Defense, Camp General Emilio Aguinaldo, Quezon City.

TF Bangon Marawi Executive Director and DND Undersecretary for Defense Operations Cesar B Yano chaired the meeting attended by NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad and task force focal persons from DPWH, AFP, DepEd, DOH, NEDA, NHA, OCD, MinDa, OCS, DND, DOST, DSWD, NEA, DBM and DTI.

By virtue of Administrative Order No 3, TF Bangon Marawi was organized to lead the recovery, reconstruction and rehabilitation efforts for the affected communities of the Marawi crisis. Usec Cesar B Yano was designated by NDRRMC Chairperson and National Defense Secretary Delfin N Lorenzana as the Executive Director of the task force during the recent special/emergency NDRRMC Full Council Meeting.

The task force is composed of five sub-committees spearheaded by an NDRRMC member agency namely: DPWH for Reconstruction, DSWD and DOH for Health and Social Welfare, OCS for Housing, DTI for Business and Livelihood, and DILG for Peace and Order. Each sub-committee is composed of various National Government Agencies as members.

TF Bangon Marawi shall organize and deploy a Quick Response Team which will address the immediate needs of displaced and severely affected families. Further, it shall facilitate the conduct of Post Conflict Needs Assessment in Marawi City and as an offshoot of the assessment, a Comprehensive Rehabilitation and Recovery Program for Marawi City and other affected areas shall be developed.

During the discussion, TF members considered the suggestion that a sub-committee for strategic communications and Information and Education Campaigns, and for resource mobilization be added to the task force.  Moreover, members agreed to ensure that all programs for rehab and recovery should be culturally sensitive considering Muslim religious beliefs and culture.

“Task Force Bangon Marawi shall bear the build back better principle in its rehabilitation and recovery efforts, steering a culture of peace in Marawi communities and the rest of Mindanao,” says Usec Yano.
