DOH-Mimaropa official pushes for stronger medical assistance program

An official of the Department of Health (DOH) is proposing the creation of a bureau to strenghen the implementation of the DOH-Medical Assistance Program (MAP). 

 “There is already a need to establish a Public Assistance Bureau that will provide a more streamlined, consolidated and standardized system of service delivery network for patients in need of medical assistance,” DOH-Mimaropa Regional Director Eduardo C. Janairo told delegates attending the 2017 Re-Orientation on DOH-MAP for Luzon Cluster.

The DOH medical assistance program provides financial support to indigent patients needing medical examination, consultation, treatment and rehabilitation: it is made available to all government hospitals and selected private health facilities duly approved by the DOH.

"A  MAP bureau will not just assure access to appropriate, medically necessary, and quality health care services for all indigent patient, it will also provide a responsive and timely service and accountability for the use of its resources, including a database that can be used for research," Director Janairo said.

About 28,736 people from Mimaropa have benefited from MAP from January 1 to November 30, 2017.

Out of that  number, 20,624 patients from the province of Palawan; 4,774 patients from Oriental Mindoro; 3,186 from Occidental Mindoro; and 152 from Marinduque.

 A total of Php 92,779,584.45 in hospital bills was paid through DOH's MAP and congressional allocations.

“The medical assistance program has now evolved into a bigger service delivery network. We also have more funds to spend coming from various government agencies including Philippine Charity Sweepstakes Office (PCSO), Department of Social Welfare and Development (DSWD) and allocations from the Senate and Congress including local government units (LGUs),” Janairo added.

Patients from Mimaropa in need of more specialized care are brought to Manila and given accommodation and basic daily needs at the DOH-Mimaropa regional office while waiting for their scheduled treatment.

Patients without companions, on the other hand, are assisted by DOH personnel throughout their stay including the completion of treatment and their return to their homes following their recovery. #

DOH-Mimaropa: panahon na para palakasin ang MAP

Hinihikayat ngayon ng isang opisyal ng Department of Health (DOH) ang pamahalaan na palakasin ang kanilang Medical Assistance Program (MAP). 

Ayon kay DOH-Mimaropa Regional Director Eduardo C. Janairo, kailangan isang kawanihan (bureau) na ang magpapatupad sa MAP gamit ang isang pinag-isa at pinag-pantay na sistema ng paghahatid serbisyo para sa mga maralitang pasyente.

Ginawa ni Director Janairo ang pahayag sa harap ng mga delegado ng  2017 Re-Orientation on DOH-MAP for Luzon Cluster sa Puerto Princesa City, Palawan.

Nilikha ang MAP  para pondohan ang mga maralitang pasyente na nangangailangan ng medical examination, konsultasyon, pangagamot at rehabilitasyon.

Ang MAP ay maaring magamit sa lahat ng pampublikong pagamutan at sa ilang piling  pribadong healthcare facility na aprobado sa DOH.

Umabot sa 28,736 ang bilang ng mga kababayang nakinabang sa MAP ng DOH-Mimaropa mula ika-1 ng Enero hanggang ika-30 ng Nobyembre 2017: 20,624 ay mula sa Palawan; 4,774 sa Oriental Mindoro; 3,186 sa Occidental Mindoro; at 152 sa Marinduque.

Halos umabot sa Php 92,779,584.45 ang binayarang gastushin sa ospital (hospital bills) ng  MAP ng DOH-Mimaropa at ng mga congressional allocation (pondong inilaan ng mga kongresista't senador).

Bukod sa DOH,  sinabi ni Director Janairo na may iba pang pondong napagkukunan para sa MAP gaya ng  Philippine Charity Sweepstakes Office (PCSO), Department of Social Welfare and Development (DSWD) at pati yung mga pondong nagmumula sa mga kongresista, senador  at lokal na pamahalaan.

Ayon kay Director Janairo, iniluluwas at pinatutuloy nila sa regional office sa Quezon City ang mga maralitang kababayan na nangangailangan ng espesyal na panggagamot hanggang sa araw ng kanilang pagpapagamot.

Sagot ng Regional Office ang mga batayang pangangailangan ng mga maralitang pasyente habang nananatili sa tanggapan  kabilang dito ang sasakyan gagamitin sa paghatid at pagsundo sa ospital.

May mga tauhan ng DOH ang naka-alalay sa mga pasyenteng walang kasama sa pagluwas: sila ang tutulong  sa mga pasyente papunta at pabalik sa ospital hanggang sa makauwi sila sa kanilang mga tahanan matapos ang gamutan. #

"Kunek" sa mga resort sa Mimaropa, patitibayin pa ng DOH

LUNGSOD QUEZON, Ika-17 ng Pebrero (PIA) --- Handang palakasin ng Department of Health (DOH) ang kakayahan ng mga resort  na rumesponde sa mga magkakasakit nilang bisita para mapigilan na rin ang pagkalat ng karamdaman sa Mimaropa.

Kabilang dito ang pagbibigay ayuda sa klinik ng mga resort.

Ito ang isa sa mga pinoproyekto ng  DOH-Mimaropa dahil ang rehiyon ay ikinakampanya ngayon bilang Destination of Choice (o ang pinipiling destinasyon)ng mga turista.

“Maraming tourist areas sa loob ng Mimaropa pero kailangan natin silang maihanda para lalo pang maging ligtas ang lugar. Kaya sinabi ko sa aming staff, this second week of March, mag-conduct na tayo ng summit kasama ang mga resort owner,” paliwanag ni DOH-Mimaropa Regional Director Eduardo Janairo.

Sa sandaling luminaw pa ang ugnayan ng kagawaran sa mga resort owner, sinabi ni Director Janairo na mapapadali na ang pagtunton o contact tracing ng mga turistang magkakasakit at ng mga makakasalamuha nila sa rehiyon sa pamamagitan ng agaran pag-rereport.

Mahalaga ito sa pagkumpirma ng mga kaso tulad ng Ebola Virus o kaya ng Middle East Respiratory Syndrome Coronavirus (MERS-CoV).

Pero hindi pa man nangyayari ang summit, maganda na ang koordinasyon ng  mga malalaking resort at  mga lokal na pamahalaan sa regional office.

Isang halimbawa ang contact tracing sa dalawang dayuhan na napaulat na nakasabay sa eroplano ng isang kababayang pumusitibo sa MERS-CoV.

Napabalitang pumasyal  di-umano ang dalawa sa isang eksklusibong resort sa Palawan.

Sa ulat ng pangasiwaan ng Dos Palmas sa DOH-Mimaropa, hindi sila nagkaroon ng ganun mga bisita.

Gayundin ang sagot ng Amanpolo Bearch Resort: wala rin silang naging bisita na mga dating pasahero ng Saudia Airlines Flight 860.

Mismong si Mayor Andrew Ong ng Cuyo, Palawan pa ang nagpatutoo sa pahayag ng Amanpolo nang tawagan at ipakausap ni Director Janairo sa mga taga-media.

Ang Amanpulo ay saklaw ng bayan ng Cuyo.

Marinduque gets PHL's first telemedicine system

QUEZON CITY, November 26, (PIA) - The country's first interactive Telemedicine system was launched today at Marinduque.

“This is one big leap for the health care industry because we now have the ability to provide interactive healthcare to patients in far flung areas through a video call using modern technology and telecommunications. Medical examinations can now be done through a live video conversation,” Regional Director Eduardo C. Janairo said during the soft opening of the Telemedicine system at the Marinduque Provincial Hospital.

Governor Camencita O. Reyes was present during the launch.

"A doctor from Manila can virtually hear a patient’s heartbeat from Marinduque. He can even ask you to cough, inhale or exhale and give you an initial analysis of your health condition,” Janairo said.

The Telemedicine system allows a patient to communicate with health care providers live over video in real time for the provision of immediate care.  The patients' video or still images plus additional data needed in the diagnosis will be captured and stored in the system which in turn be sent to physicians.

The World Health Organization defines Telemedicine as 'the delivery of health care services by all health care professionals using information and communication technologies for the exchange of valid information for diagnosis, treatment and prevention of disease and injuries, research and evaluation, and for the continuing education of health care providers, all in the interests of advancing the health of individuals and their communities.'

“We have chosen to set up the system in Marinduque because it is the only province where noble health care is scarce. There are no private hospitals and limited local health professionals. Patients who are Philhealth members seek treatment from hospitals of nearby provinces like Calapan City and Batangas City,” Director Janairo said.

DOH-MIMAROPA provided 10M for the installation of the satellites that will be use by the system. Marinduque, on the other hand, will provide for the wages of the existing health care workers and membership payment to Philhealth for non-member residents also known as the Point-Of-Care Enrollment.

Initially, three hospitals will be linked with each other, namely the Sta. Cruz District Hospital, Torijos Municipal Hospital and the Dr. Damian Reyes Provincial Hospital which will serve as the main hub for the system. Two systems will be utilized for the Rural Health Units (RHU) and Barangay Health Stations (BHS), a Quantum Magnetic Resonance Analyzer (QMRA) and the RxBox device.
The QMRA will be placed at the RHUs and BHS and it will be use to analyze the signals of electromagnetic waves emitted by human bodies. It is done by simply holding a sensor in your palm and health data will be collected within minutes from parts of your various body systems.

The RxBox medical device will function as a blood pressure monitor, pulse oxymeter,
electrocardiogram, fetal heart monitor, and maternal tocometer. This machine can diagnose a patient’s condition and is specifically used to provide maternal and neonatal services. It will also document a patient’s information through the Community Health Information and Tracking System (CHITS).

“Eventually, the Telemedicine system will be expanded to link all the health facilities of the region into one network including rural health units and resorts in MIMAROPA. Marinduque will be the center of the telemedicine system, eventually placing the heart of the Philippines in the world map,” Director Janairo added. (Lyndon Plantilla)

Misting at disinfection ng mga pantalan sa Oriental Mindoro, sinimulan na

QUEZON CITY, Ika-30 ng Oktubre, (PIA) Nagsagawa ng misting at disinfection ang kinatawan ng Department of Health -Mimaropa sa Calapan Port.

Bahagi ito ng pinagsanib na kampanya ng DOH-Mimaropa, Philippine Ports Authority at ng mga lokal na pamahalaan kontra sa dengue, malaria at filariasis.

Umaasa ang mga awtoridad na malilinis ang mga lugar na pwedeng pamugaran ng mga lamok na makapagdadala ng sakit mula sa mga pasilidad ng terminal hanggang sa kasuluk-sulukan ng mga barko.

Inaasahang din mailulunsad ng DOH-Mimaropa sa lalawigan ng Oriental Mindoro ang pneumococcal vaccination. (Lyndon Plantilla)
