DOST-Pagasa: kahit malayo na si Urduya, iwasan muna ang kanlurang baybayin ng Palawan

Ipinapakita ni DOST-Pagasa Weather Specialist Chris Perez ang kanlurang baybayin ng Palawan na napakaalon pa rin kahit pa nakalabas na ng PAR ang bagyong Urduja. (DOST-Pagasa)

LUNSOD QUEZON, Ika-19 ng Disyembre  (PIA) --- Nakalabas na ang Bagyong Urduja sa Philippine Area of Responsibility (PAR).

Kaninang ika-10 ng umaga, namataan ng DOST-Pagasa ang mata ng bagyo batay sa lahat ng kanilang datos sa layong 430 kilometro kanluran ng Puerto Princesa City.

Nagtataglay pa rin ang Bagyong Urduja na lakas ng hangin na 45 kilometro kada oras malapit sa gitna at pagbugso nang hanggang 60 kilometro bawat oras.

Pakanluran ang direksyong tinatahak ngayon ng Bagyong Urduja sa bilis na 18 kilometro bawat oras.

Gayumpaman, nagbabala ang  DOST-Pagasa na mapanganib pumalaot sa kanlurang baybayin ng Palawan dahil pa rin sa pagdaloy ng Hanging Amihan na siyang nagpapaalon sa lugar.

"Inaasahang paring magiging maalon hanggang sa napakaalon nitong western seaboard ng Palawan,"ayon kay Chris Perez, senior weather specialist ng DOST-Pagasa.

Ang tinatayang taas ng alon sa kanlurang baybayin ng Palawan ay maaring umabot sa halos apat at kalahating metro. #

Makikita sa larawan mula sa video ng DOST Pagasa si Senior Weather Specialist Chris Perez habang ipinapaliwanag ang mga lugar na posibleng daanan ng Bagyong Urduja

Tinataya ng DOST-Pagasa na tatama sa lupa ang Tropical Depression Urduja sa dako ng Kabikulan at ng Silangan Kabisayaan ngayong Sabado.

Kahit nasa dako pa ng Dagat Pasipiko, maagang nagpasabi ang weather bureau sa mga  local disaster risk reduction and management office ng mga lokal na pamahalaan sa mga nasabing lugar na maghanda at gawin ang mga  kaukulang hakbangin.

Ayon pa kay Senior Weather Specialist Chris Perez, maaring  din tawirin ni Urduja ang ilang bahagi ng Katimugang Luzon batay sa kanilang forecasted track.

Kaninang ika- 3 ng umaga,  tinataya  ng DOST Pagasa ang bagyong Urduja batay sa lahat ng nakalap nilang datos sa layong 455 kilometro silangan ng  Surigao City, Surigao del Norte o  750 kilometro silangan timog silangan ng  Legazpi city, Albay.

Taglay ni Urduja ang malakas na hangin na hanggang 55 kilometro bawat oras at pagbugso na hanggang 65 kilometro bawat oras.

Tinatayang kikilos si Urduya pa-hilaga-hilagang kanlurang direksyon sa bilis na 7 kilometro bawat oras

Wala pang babala ng bagyo ngunit sinabi ni Perez na maaring magkaroon mamaya o sa mga susunod na araw.

Samantala, sinabi ni Perez na may epekto pa rin ang Hanging Amihan sa Hilaga't Gitnang Luzon at ang Tail end of a cold front naman sa dako ng kabikulan at Quezon Province.

Pinapayuhan din ni Perez ang mga mangingisda at mga gumagamit ng maliliit na bangka o sasakyang pandagat na umiwas mula sa mga baybaying nakapaligid sa Hilagang Luzon, ang silangang baybayin ng Gitna at Katimugang Luzon pati na rin sa silangan baybayin ng Kabisayaan kung saan pinaiiral ang gale warning.

Inaasahang maalon hanggang sa napakaalon ang karagatan sa mga nasabing lugar na may taas na maaring umabot sa halos tatlo hanggang apat na metro. #

Palawan hosts Mimaropa JJWC's Children's Congress today

The Mimaropa Regional Juvenile Justice Committee and Provincial Social Welfare and Development Office will hold today a Children’s Congress at the VGR Hall Provincial Capitol in Puerto Princesa City, Palawan in observance of the 6^th Juvenile Justice Welfare Act Awareness Week . The congress aims to discuss  HIV and AIDS, mental health, drug and alcohol dependency and other issues affecting children.

Bilang pakikiisa sa ika-6 na Juvenile Justice Welfare Act Awareness Week, magdaraos ang Mimaropa Regional Juvenile Justice Committee ng Chlidren’s  Congress sa VGR Hall, Palawan Provincial Capitol sa Puerto Princesa City ngayong maghapon. Ang Children’s Congress, sa pakikipagtulungan sa Provincial Social Welfare and Development Act of Palawan, ay isang pagkakataon para mapag-usapan ang mga isyu ng HIV at AIDS, drug dependency, mental health, pagsali sa mga kilusang rebelde at iba pang paksa na may kinalaman sa mga bata. #

DILG-Mimaropa: bilang ng mga nakapasa sa SGLG ngayong 2017, dumami

Dumami ngayong 2017 ang bilang ng mga nakapasa sa Seal of Good Local Governance o SGLG sa Mimaropa. 

Ayon kay DILG Assist. Regional Director Karl Caesar Rimando,  14 na lokal na pamahalaan ang nakapasa noong nakaraang taon at ngayon ay umabot na sa 20. 

Ang mga 2017 SGLG passer na pinararangalan sa mga oras na ito sa Maynila  ay ang Oriental Mindoro; ang mga lungsod ng Puerto Prinsesa at Calapan;  Gloria, Naujan, Pinamalayan, San Teodoro at Socorro sa Oriental Mindoro;  Abra de Ilog, Calintaan, Lubang, Sablayan at San Jose sa Occidental Mindoro; Magdiwang, Odiongan, Romblon at San Andres ng Romblon; Brooke's Point, Narra at Sofronio Espanola ng Palawan.

Ang Brooke's Point ay mayroong Special Distinction dahil sa pagkakapasa sa tatlong magkakasunod na taon sa SGLG.

Bawat isang nakapasang lokal na pamahalaan, nagpakita ng prinsipiyo ng katapatan, kahusayan at integridad sa kanilang paninilbihan sa mga kababayan, ay tatanggap ng ayuda mula sa Performance Challenge Fund para sa kanilang mga development project.

Ang ayuda ay nagkakahalaga sa pagitan ng 2 - 3 milyong piso.#

20 lokal na pamahalaan sa Mimaropa, pasado sa 2017 Seal of Good Local Governance

Pinarangalan ngayon hapon ang 448 na lokal na pamahalaan na nakapasa sa 2017 Seal of Good Local Governance o SGLG sa Maynila.

Dalawampu sa nakapasa ay nagmula sa Mimaropa sa pangunguna ng Brooke's Point, Palawan  na tatlong taon nang nakakapasa sa SGLG.  

Ayon kay DILG Assist.Regional Director  Karl Caesar Rimando, ang SGLG ay pagkilala sa katapatan at kahusayan ng pamahalaang lokal sa pangangasiwa ng pananalapi, paghahanda sa sakuna, palakasin ang social protection para sa marginalized sector, pagpapasigla ng negosyo at pagpaparami ng trabaho, pananatili ng peace and order sa kumunidad  at pangagalaga sa kalikasan.#

Pre-emptive evacuation, laking tulong sa mga kababayang binabaha

Umabot sa 230 ang bilang ng mga taong inilikas sa Palawan dahil sa Bagyong Tino.

Halos kalahati ng nasabing bilang ay bunga ng pre-emptive evacuation na ipinanawagan kahapon ni  Office of Civil Defense – Mimaropa Regional Director Eugene Cabrera sa mga lokal na pamahalaan na may mga lugar na bahain at posibleng pangyarihan ng landslide.

Ang mga pinagdausan ng pre-emptive evacuation ay sa mga barangay Libertad at Silanga sa bayan ng Taytay at sa Caramay,  bayan ng Roxas.

Samantala, nagkaroon ng isang metro baha sa mga barangay ng Alimanguan, Sto. Nino and Binga sa bayan ng San Vicente.

Limang pung katao mula sa Barangay Alimanguan ang inilkas sa bahay ng kanilang barangay captain samantalang 75 katao mula sa Purok Tres ng nasabing barangay ang lumikas naman sa kani-kanilang mga kamag-anak na mataas ang kinalalagyan ang mga tirahan.

Sa kabilang dako, nasuspinde rin ang klase sa lahat ng level sa Culion samantala ang mga nasa pre-school lamang ang nasuspinde ang klase sa Puerto Princesa City dahil pa rin sa Bagyong Tino.

Isang bahay sa Puerto Princesa City ang ganap na nasira samantala sa dalawang bahay bahagyang napinsala sa bayan ng San Vicente.

Samantala, sa Mansalay, Oriental Mindoro, 99 na katao mula sa Barangay Poblacion ang lumikas sa kanilang barangay hall matapos bumaha sa kanilang lugar.

Napag-alaman na napakalakas ng pag-ulan sa Mansalay kahapon.

Bukod sa Barangay Poblacion, bumaha rin sa mga barangay ng Del Mundo, Teresita, Don Pedro at Manaul

Samantala, magdamag  nagbantay ang mga miyembro ng Regional Disaster Risk Reduction and Management Council ng Mimaropa ang pagdaan ng Bagyong Tino. 

Nagtulungan mga tanggapan ng Office of Civil Defense-Mimaropa sa mga kagawaran ng Interyor at Lokal na Pamahalaan, Science and Technology at Philippine Information Agency kabilang din ang Palawan Provincial Disaster Risk Reduction and Management Office, City Disaster Risk Reduction and Management Office ng Puerto Princesa City at Roxas D-R-R-M-O sa pagpapakalat ng impormasyon hinggil sa pagdaanan ng Bagyong Tino at mga nauukol na hakbang na dapat gawin.

Nakaantanbay naman ang mga resource at asset ng Department of Public Works and Highways, Police Regional Office – Mimaropa, Bureau of Fire Protection, Department of Social Welfare and Development Office, Department of Health, Coast Guard District Southern Tagalog at Coast Guard District Palawan kung sakaling kakailanganin

Publiko, pinag-iingat pa rin ng DOST-Pagasa sa pagpalaot sa kanlurang baybayin

Papalayo na ang Bagyong Tino subalit pinag-iingat pa rin ng mga taga-DOST-Pagasa ang mga kababayang nagbabalak pumalaot sa mga kanlurang baybayin ng Hilagang Luzon hanggang Palawan.

Ayon kay DOST-Pagasa Weather Specialist Gener Quitlong, katamtaman hanggang napakaalon ang mararanasan sa mga nasabing baybayin at ang taas ng pag-aalon ay maaring umabot ng isa hanggang dalawang metro.

Dahil wala nang babala ng bagyo, maaring nang payagan ng Coastguard ang mga kababayan na pumalaot depende sa kondisyon ng karagatan.

Samantala, kahit sandali lang, nakapagdulot ng abala sa byahe ang Bagyong Tino.

Iniulat ng Office of Civil Defense na may 124 pasahero ang naistranded sa Palawan nang masuspinde ang mga biyahe ng Coron-El Nido, Coron-Cuilion, Cuyo-Puerto Princesa at Puerto Princesa – Iloilo kahapon.

Bahagi ito ng patakaran ng Coast Guard tuwing may babala ng bagyo sa kanilang lugar at ng ipinatawag na No-Sail Policy ng Regional Disaster Risk Reduction and Management Council ng Mimaropa.

Bagyong Tino, papunta na sa direksyon ng Vietnam

Anumang oras ngayong umaga  inaasahan ng D-O-S-T Pagasa na ang Tropical Depression Tino ay makakalalabas ng Philippine Area of Responsibility patungong Vietnam.

Wala nang Tropical Cyclone Warning Signal No. 1 na ipinairal sa buong Palawan at inaasahang mas magandang panahon sa lalawigan ngayong araw kumpara kahapon.

Tulad ng mga nakaraang ulat ng mga weather specialist ng D-O-S-T Pagasa, mabilis ang pagkilos ni Tino---28 kilometers per hour pa-kanluran-hilagang-kanluran.

Huling namataan ang sentro ng Bagyong Tino kaninang ika-3 ng umaga sa layong 305 kilometro kanluran hilagang kanluran ng Puerto Princesa City,

Napatili din ng Bagyong Tino ang lakas ng hangin na 55 kilometro bawat oras malapit sa gitna at pagbugso na umakyat at bumaba sa pagitan ng 80 hanggang 90 kilometro bawat oras.

Dahil wala nang babala ng bagyo, inaasahang papayagan na ng Coast Guard District Palawan ang mga sasakyang pandagat na makapaglayag.

Gayumpaman, pinapayuhan ng DOST-Pagasa ang mga mandaragat  lalo na yung gumagamit na malilit na bangka pag-ibayuhin ang pag-iingat dahil ang kanlurang babayin ng Hilangang Luzon hanggang sa dako ng Palawan ay magiging katamtaman hanggang napaka-alon.

Ayon kay Gener Quitlong ng DOST-Pagasa, maaring umabot na isa hanggang dalawang metro ang taas ng alon sa mga nasabing bahagi ng karagatan.

Samantala, ang Mimaropa, kasama ang Kabikulan, Cagayan, Aurora at Quezon, ay makakaranas ng maulap na papawirin na  may kalat-kalat na pag-ulan, pagkulog at pagkidlat.

Bagyong Tino, tatahakin na ang West Philippine Sea

Inihayag ng DOST-Pagasa na nakarating na ang  Bagyong Tino sa kanlurang baybayin ng Palawan  matapos tumama sa kalupaan sa hilagang bahagi ng lalawigan kaninang ika-5 ng hapon.

Ayon kay DOST-Pagasa Weather Specialist Sheilla Reyes, nakataas pa rin Tropical Cyclone Warning Signal No. 1  sa buong Palawan kaya inaasaahang bawal pumalaot ang lahat ng uri ng sasakyang pandagat.

"Mapanganib pumalaot sa may seaboards (baybayin) ng Palawan,"sabi ni Reyes.

Ang dahilan ay magkakaranas ang buong Palawan ng kalat-kalat na katamtaman hanggang sa napakalakas na pag-ulan at pagkulog-pagkidlat.

Ito rin ang batayan kaya pinapayuhan din ng mga awtoridad ang mga kababayan sa Palawan na maging alerto sa mga biglaang pagbaha at pagguho ng lupa sa mga mababa at bulubunduking lugar.

Namataan ng DOST-Pagasa ang mata ng bagyo kaninang ika-7 ng gabi sa layong 40 kilometro Hilagang Kanluran ng Puerto Princesa city taglay ang malakas na hanging aabot sa 55 kilometro bawat malapit sa gitna at pagbugso na hanggang 90 kilometro bawat oras.

Kung hindi magbabago ang bilis ng bagyo, 28 kilometro bawat oras pa-kanluran-hilagang-kanlurang direksyon, sinabi ni Reyes na maaring makalabas ang Bagyong Tino ng Philippine Area of Responsibility bukas ng umaga.

Samantala, makakaranas naman ng mahina hanggang katamtamang pag-ulan at pagkulog-pagkidlat ang Mindoro, Marinduque, Romblon, Kabikulan at kabisayaan.#

Mga lalawigan sa Mimaropa, pinaghahandaan ang pagdaan ng Bagyong Salome

Dahil sa possibleng epekto ng pagdaan ng bagyong Salome, pinayuhan ng Regional Disaster Risk Reduction and Management Council –Mimaropa ang mga lokal na pamahalaan ng Mindoro, Marinduque at Romblon sa pamamagitan ng kani-kanilang mga disaster risk reduction and management office na magpatupad ng mga pre-emptive evacuation sa mga lugar na binabaha at posibleng pangyarihan ng landslide.

Ayon kay Office of Civil Defense Mimaropa Regional Director Eugene Cabrera, ang chairperson ng RDRRMC-Mimaropa,  hiniling din sa mga lokal na pamahalaan na pagbawalan pumalaot ang mga kababayang nangingisda at nagmamay-ari ng mga pribadong seacraft habang mayroong babala ng bagyo.

Ngayong nakataas ang Tropical Cyclone Warning Signal No. 1 sa dalawang  Mindoro, Marinduque at Palawan,  maraming biyahe sa Batangas papuntang Mindoro at Romblon at pabalik ang suspindido.

Gayundin sa Dalahican papuntang Marinduque at pabalik.

Sa kanilang ulat kaninang ika-1 ng hapon, iniulat ng OCD-Mimaropa na mayroong 247 na pasahero ang nananatilil sa mga pantalang nasasakupan ng Coast Guard Station (CGS) Oriental Mindoro (168), CGS Occidental Mindoro (65) at CGS Southern  Quezon (14).

Ang Municipal Disaster Risk Reduction and Management Office (MDRRMO) ng Romblon, Romblon ang unang nagpalabas ng memorandum na pagbabawal ng pangingisda at pagpalaot dahil sa Bagyong Salome.

Noong maitaas ang Signal Number 1, halos magkasunod ang Oriental Mindoro at Marinduque sa pagsuspinde ng klase mula pre-school hanggang high school.

Sa Occidental Mindoro, ang Mamburao ang nagsuspendi ng klase sa lahat ng level samantalang tanging mga nasa pre-school lamang ang walang pasok sa mga bayan ng Sablayan at San Jose.

Nakaantabay naman ang mga resource at asset ng mga regional office ng Department of Health, Department of Social Welfare and Development, Department of Public Works and Highways, Police Regional Office–Mimaropa, Bureau of Fire Protection, Coast Guard District Southern Tagalog at Coast Guard District Palawan.

Magkatulong naman ang Department of Science and Technology-Mimaropa  at Office of Civil Defense-Mimaropa sa pagpapakalat ng mga update ng Bagyong Salome at  iba pang abiso sa mga DRRM office.

Ang mga Provincial Disaster Risk Reduction and Management Council ng Oriental Mindoro at Marinduque, gayundin ang mga MDRRMC din ng Buenavista at Sta. Cruz ng Marinduque,  ay nagpulong na rin para talakayin ang mga hakbang bago at habang dumadaan ang Bagyong Salome. #

Bagyong Salome, magdamag pauulanan ang Batangas, Marinduque at Mindoro

Makikita sa video grab mula sa ika-8 ng gabi update ng DOST-Pagasa si Weather Specialist Nikon Penaranda na itinuturo ng mga lugar na posibleng maapektuhan ng Bagyong Salome. 

Pinaiiral na ang  Tropical Cyclone Warning Signal No. 1 sa Bulacan,  Pampanga, Katimugan Zambales at Bataan.

“Malapit na kasi itong bagyo (Bagyong Salome), kaya nasama na rin yung mga lalawigan sa Central Luzon,”’ ayon kay Pagasa Weather Specialist Nikos Penaranda sa kanyang update kaninang ika-8 ng gabi.

Kaninang ika-pito ng gabi, naiulat ng DOST-Pagasa na ang mata ng bagyong Salome ay nakaraan ng San Juan, Batangas .

“Dumaan (ang bagyo) sa dako ng Lamon Bay, silangan ng Lucena at kasalukuyang binabaybay ang Batangas,”sabi ni Penaranda.

Mahalagang maunawaan ng publiko ang mga distansya ng babalang inilalabas ng DOST-Pagasa para makita na laging may pagkakataon para makapaghanda.

Bukod sa mga nabanggit na lalawigan sa Central Luzon, kasama pa rin sa Signal No. 1 ang Sorsogon, Masbate kasama ang mga isla ng Ticao at Burias, Romblon, Marinduque, Quezon, Laguna, Cavite, Batangas, Oriental Mindoro, Occidental Mindoro, Metro Manila, Camarines Norte, Camarines Sur, Catanduanes at Albay.

Napanatili ng Bagyong Salome, ayon kay Penaranda, ang lakas ng hangin sa 55 kilometro bawat oras malapit sa gitna at pagbugso na hanggang 90 kilometro bawat oras.

Sinabi ni Penaranda na nagsisimula nang maramdaman ang pagbayo ng hangin at pagbugso ng ulan sa Metro Manila at karatig na katimugan Luzon ngayong gabi hanggang madaling araw.

“Para sa Southern Luzon…itong Batangas, Marinduque at Mindoro..doon po ang pinakamalalakas na hangin at pinakalalakas na ulan ng bagyo,” ani Penaranda.

Nakikita ng DOST –Pagasa na mabilis ang pagkilos ng  bagyong Salome: kanluran-hilagang-kanlurang direksyon sa bilis na 25 kilometro bawat oras.

“Kaya naman mabilis naman itong (Bagyong Salome)inaasahang lumabas ng kalupaan ng Luzon at bukas ng umaga ay nasa West Philippine Sea na,”sabi pa ni Penaranda.

Paalala ni Penaranda sa mga taga-Calabarzon, pag-ibayuhin ang pag-iingat dahil ang kanilang mga lugar ay maaring maapektuhan ng mga malakas na ulan at hangin ng bagyong Salome habang binabaybay nito ang dako ng Batangas at Cavite. #

PIA Director-General calls on public to support relief ops in Marawi

The Director General of the Philippine Information Agency (PIA) is calling on the public to support the relief operations for Marawi spearheaded by the Task Force Bangon Marawi in Iligan City.

" As a result of the conflict in Marawi City, our fellow countrymen have experienced displacement and disruption in their normal flow of life while many families are still internally displaced,"said PIA Director-General Harold E. Clavite.

DG Clavite said the public can send toys, clothing, diapers, mats, shoes, hygiene kits, school supplies, school bag, and other personal items.

"If you wish to contribute cash, the Iligan Communications Command (ICC) Center may be requested to organize and purchase above items  in Iligan on your behalf. In such cases, the ICC Center will ensure proper accounting,"added DG Clavite.

DOST-Pagasa: Bagyong Ramil magpapaulan ngayong maghapon at bukas sa napakaraming bahagi ng bansa.

Magdala ng payong, kapote o kaya bota bago pumunta sa sementeryo.

Patuloy ang babala ng DOST-Pagasa sa mga kababayan sa Northern Palawan, Calamian Group of Islands, Southern Occidental Mindoro, Southern Oriental Mindoro, Aklan at Antique na maghanda sa Bagyong Ramil.

Nangangahulugan din ito na pagbabawalan ng mga substation ng Philippine Coast Guard na pumalaot ang lahat ng uri ng sasakyang pandagat sa lahat ng mga pantalan ng mga lalawigang kung saan pinaiiral ang TCWS No. 1.

Ayon kay Elvie Tan Enriquez ng DOST-Pagasa, maaring lumikha ang Hanging Amihan malalaking alon sa mga baybayin ng Hilagang Luzon, silangang baybayin ng Sentral at Katimugan Luzon kaya hinihikayat nila ang mga mangingisda, mandaragat at mga byahero na ipagpaliban ang pagpalaot.

Ang Bagyong Ramil ay ang dating low pressure area na lumakas at naging isang tropical depression.
Ipinaliwanag ni Bb. Tan  na pinalalakas ng Hanging Amihan ang Bagyong Ramil na may katamtaman hanggang manaka-nakang malakas na pag-ulan sa loob ng 200 kilometrong lapad nito.

Sa briefing kaninang ika-11 ng umaga, inulat ni Senior Weather Specialist Chris Perez na ang bagyong Ramil huling namataan sa layong 85 kilometro timog-silangan-timog  ng Coron, Palawan.

Pinag-iingat din ang mga kababayan na naninirahan sa iba pang bahagi ng Mimaropa, Kabikulan, Metro Manila at Calabarzon sa mga biglaang pagbaha at pagguho ng lupa dahil sa  malakas na pag-ulan dala pa ring Hanging Amihan.#

SOS Children's Village features modern artists in Art Exhibit for a Cause

In celebration of their 50th Anniversary, the SOS Children's Village Philippines is holdng an "Art Exhibit for a Cause" in Muntinlupa City.

The exhibit features the works of Rene Robles, a painter leading the movement of assertivism and Aris Bagtas, noted visual artist and sculpture.

Also part of the exhibit are collectible Items that can be purchased.

These collectibles are donated by personalities such as Teddy Corpuz, Maxene Magalona, Sharlene San Pedro, Trina Legaspi, Myrtle Sarrosa, and Sarah Carlos.

Proceeds from the sale of arts and collectibles will be used for the benefit of their wards: children and youth who were abandoned, neglected or abused.

SOS has been providing home and parental care to over 1,200 in 96 family houses in 8 Children's Villages.

SOS, likewise,  assist families vulnerable to break-ups to prevent child neglect and abandonment in areas where they are present.

The SOS Children's Village's Art  Exhibit for a Cause ends on Sunday.

Mimaropa Naturally returns to Manila

For the 3rd time,  the Department of Trade and Industry  organized Mimaropa Naturally Agri-Trade and Tourism to provide small and medium enterprises in the region a venue where they can  sell their products or services.

Mimaropa is famous for tourist destinations  like Puerto Galera, Puerto Princesa City Underground River as well as Icons such as Morions, Tamaraw and marbles.

The region is also a prime source of rice, bananas, seaweeds, tuna and other agricultural and marine  products.

Mimaropa Naturally opened on Wednesday and will run until Sunday, October 22, at the SM  Megamall.

"This won’t be made possible without the unwavering support from our partner agencies - DOT 4B, DAR 4B, DA 4B and the provincial government offices of the 5 provinces and city govts of Calapan and Puerto Princesa," said DTI-Mimaropa Regional Director Joel Valera.

Comelec suspends all preparations and activities for October polls

Following President Rodrigo Roa Duterte’s approval on October 2, 2017 of Republic Act No. 10952 (see digital copy below) postponing the October 23, 2017 Barangay and Sangguniang Kabataan Elections, COMELEC Chairman J. Andres D. Bautista has ordered the suspension of all activities in relation the said electoral exercise. The COMELEC Chairman issued today, October 4, 2017, a Memorandum addressed to all COMELEC Department Heads and all Regional Election Directors in Luzon and Visayas ordering the said suspension and ensuring that the same is immediately and properly disseminated to all concerned.
For his part, COMELEC spokesman James Jimenez said the poll body “welcomes the news that the President has just signed the law postponing the Barangay and Sangguniang Kabataan Elections.” “Adjustments will be made to the COMELEC’s current preparations, taking the new date of elections into consideration, and continuing on-going activities for the 2019 exercise. Work goes on for us,” he said. #

NDRRMC Concludes National Disaster Resilience Month

The National Disaster Risk Reduction and Management Council (NDRRMC) through the Office of Civil Defense (OCD) holds the National Disaster Resilience Month (NDRM) 2017 Closing Ceremony during the Monday Flag Raising at the GHQ Canopy, Camp General Emilio Aguinaldo, Quezon City.

OCD led the awarding of winners for the nationwide contests held in observance of this year’s NDRM with the theme, “4Ks: Kamalayan sa Kahandaan, Katumbas ay Kaligtasan”. Top three winners for the Theme-writing, Poster-making and Essay-writing contests were recognized as well as the top 12 finalists for the 2^nd Resilience Mobile Photography Contest. The top three and most popular photo winners for the mobile photography contest were announced during the awarding ceremony.

NDRRMC Chairperson and National Defense Secretary Delfin N Lorenzana witnessed the confernment of awards led by NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad together with Civil Defense Deputy Administrator Asec Kristoffer James E Purisima.

In his message Secretary Delfin N Lorenzana emphasized the importance of choosing resilience as an answer to the challenge of survival amidst various natural and human-induced hazards experienced in the country.

“I urge everyone to remain united under the banner of our cause. Let us strive to become greater through our ingenuity and commitment. Let us harness the collective knowledge and mastery of our people in Civil Defense and Disaster Risk Reduction and Management, drawing inspiration from our people who rely upon us, who have faith in us, so we can truly realize the vision of having a safer, climate-change adaptive and disaster-resilient Philippines,” says Secretary Lorenzana.

NAPC leads Kilos SAMBAYANAN against poverty on Sunday

The National Anti-Poverty Commission will launch its flagship anti-poverty reduction agenda, Kilos para sa SAMPUNG BATAYANG PANGANGAILANGAN (Kilos SAMBAYANAN), in a forum where the Human Development and Anti-Poverty Reduction Cabinet Cluster (HDPRCC) will highlight their programs and projects on poverty reduction, on Sunday, July 16, at Brgy. 286 Delpan, Tondo, Manila.

Kilos para sa Sampung Batayang Pangangailangan (Kilos Sambayanan), according to NAPC Secretary Liza Maza, is a call for convergence and a commitment among all sectors of society to address poverty across its many dimensions. It also represents the ultimate measuring of the impact of government programs on the lives of the poor.

“The deprivation that the poor suffer from are far too complex and diverse to be defined by one – dimensional measures such as income. Ang kahirapan ay hindi lamang kakulangan sa kita. Ang kahirapan ay ang hindi pagkamit ng isang tao ang mga bagay na bumubuo sa maayos na pamumuhay gaya ng pagkain, tirahan, malinis na tubig, hanggang sa mga oportunidad para sa pagpapaunlad ng sarili gaya ng edukasyon, trabaho, pensyon atbp,” Sec. Maza said.

Based on a multi-dimensional view of poverty and a universal rights-based approach to poverty eradication, NAPC, in consultation with the basic sectors has identified food and agrarian reform, water, shelter, education, healthcare, work, social protection, healthy environment, peace, and participation as the 10 basic needs of the poor (Sampung Batayang Pangangailangan).

“The poor are working in the informal sector, industrial areas, and agricultural lands. They are ambulant vendors, factory workers, farmers, fisherfolks, who work more than our daily eight hours, and yet are still left with insufficient means to fend for themselves because we have been providing them with band-aid solutions - kung maraming malnourished, magpapafeeding program. Kung kailangan ng pabahay, makikipila sa mahabang listahan ng mga nagnanais magkabahay,” Sec. Maza added.

According to the Philippine Statistics Authority (PSA, 2016), at least 20 million Filipinos are still poor. The minimum wage of P454 for agricultural and manufacturing workers, and P491 for the non-agricultural workers are still less than half of the P1,088 family living wage or the income needed to cover the basic needs of a family everyday, excluding the expenses for education and hospital emergencies. A family of five need at least P6,329, on average, monthly to meet the family’s basic food needs and at least P9,064, on average, monthly to meet both basic food and non-food needs. PSA data showed that 1.3 million families or 8.2 million Filipinos do not have enough income cover their monthly expenses on food, while the latest survey from the Social Weather Stations (SWS) said that 2.7 million families experienced hunger at least once in the first quarter of 2017.

“We are bringing Kilos SAMBAYANAN closer to the poor and marginalized sectors because our goal is to create a strong mass movement, politically and economically empowered to ensure that their needs are being addressed by their government, through active participation in governance and nationalist development. It is fitting that we are launching Kilos SAMBAYANAN in the birthplace of Andres Bonifacio, who founded and led the Katipunan against social injustice and oppression during his time,” Sec. Maza said. ####

TF Bangon Marawi meets for Marawi Crisis Rehab and Recovery

07 July 2017- Members of Task Force Bangon Marawi discuss rehabilitation and recovery plans during the task force organizational meeting today, at the Social Hall, Department of National Defense, Camp General Emilio Aguinaldo, Quezon City.

TF Bangon Marawi Executive Director and DND Undersecretary for Defense Operations Cesar B Yano chaired the meeting attended by NDRRMC Executive Director and Civil Defense Administrator Usec Ricardo B Jalad and task force focal persons from DPWH, AFP, DepEd, DOH, NEDA, NHA, OCD, MinDa, OCS, DND, DOST, DSWD, NEA, DBM and DTI.

By virtue of Administrative Order No 3, TF Bangon Marawi was organized to lead the recovery, reconstruction and rehabilitation efforts for the affected communities of the Marawi crisis. Usec Cesar B Yano was designated by NDRRMC Chairperson and National Defense Secretary Delfin N Lorenzana as the Executive Director of the task force during the recent special/emergency NDRRMC Full Council Meeting.

The task force is composed of five sub-committees spearheaded by an NDRRMC member agency namely: DPWH for Reconstruction, DSWD and DOH for Health and Social Welfare, OCS for Housing, DTI for Business and Livelihood, and DILG for Peace and Order. Each sub-committee is composed of various National Government Agencies as members.

TF Bangon Marawi shall organize and deploy a Quick Response Team which will address the immediate needs of displaced and severely affected families. Further, it shall facilitate the conduct of Post Conflict Needs Assessment in Marawi City and as an offshoot of the assessment, a Comprehensive Rehabilitation and Recovery Program for Marawi City and other affected areas shall be developed.

During the discussion, TF members considered the suggestion that a sub-committee for strategic communications and Information and Education Campaigns, and for resource mobilization be added to the task force.  Moreover, members agreed to ensure that all programs for rehab and recovery should be culturally sensitive considering Muslim religious beliefs and culture.

“Task Force Bangon Marawi shall bear the build back better principle in its rehabilitation and recovery efforts, steering a culture of peace in Marawi communities and the rest of Mindanao,” says Usec Yano.

Sa pulong ng National Disaster Risk Reduction and Management Council (NDRRMC) ngayong umaga, sinabi ni Health Undersecretary Herminigildo V.Valle na may mga personnel na mag-aasikaso sa may pitong pasyente na kinakalinga ng ospital.

Nagpapatuloy naman sa pag-momonitor ang NDRRMC sa mga nangyayari sa Marawi City at sa mga kalapit na bayan at sa paghahanda ng mga resources tulad relief goods at mga personnel kung sakaling kakailanganin ng militar, pulisya at ng mga lokal na pamahalaan sa Lanao Del Sur. #

NDRRMC monitoring Marawi, directs local DRRMCs to ensure relief assistance to conflict-affected communities

National Disaster Risk Reduction and Management Council (NDRRMC) Core Group convenes for the Marawi City Incident today at the NDRRM Operations Center, Camp General Emilio Aguinaldo, Quezon City.

Office of Civil Defense (OCD) Officer-in-Charge Asec Kristoffer James E Purisima chaired the meeting attended by Civil Defense Deputy Administrator for Operations Asec Rodolfo Demosthenes C Santillan and representatives from Member Agencies namely; DILG, DSWD, DOH, DFA, AFP, PNP and OCD.

On 23 May 2017, a conflict between armed men and government troops transpired in Brgy Basak Malutlut, Marawi City. Armed men were seen in the area and have taken over the Amai Pakpak Medical Center located near Marawi City Hall. Consequently, several fire incidents emerged in Marawi City. Civilians were advised to stay indoors during the incident. The situation worsened and the clash lasted until this morning. The President declared Martial Law in the whole of Mindanao last night to address the conflict.

The National Council is continuously monitoring the incident gearing up for response efforts in the affected communities. As of 3pm, the NDRRM Operations Center has raised its alert status to BLUE and all OCD Regional Offices in Mindanao is on RED alert status.

While the Local DRRM Councils were directed to ensure the provision of relief assistance in conflict-affected communities, the National Response Cluster is on standby.

"We recognize the ability of the Regional Government to address the evolving situation in Marawi City. The National Government through the NDRRMC is closely monitoring the situation. We are prepared to respond should the resources of the National Government be called into service,” said Asec Kristoffer James E Purisima.

The public is advised to stay vigilant and everyone is encouraged to share relevant information to the NDRRMC. #

Safety and security in Mimaropa's leading destinations

Authorities in Mimaropa on Wednesday assured public safety in the country’s Destination of Choice including Palawan.  

“The provinces of Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon and Palawan are relatively safe and secure for any tourism-related activity in the face of the travel advisories issued by foreign governments,” said Department of Tourism - Mimaropa Regional Director Danilo B. Intong in an advisory.

The advisory was made public following the travel warning issued by the US Embassy in Manila for its citizens on alleged terrorist groups’ plots to conduct kidnapping operations in Palawan including Puerto Princesa City and Puerto Princesa Subterranean River National Park.

“Air, sea and land transport to Mimaropa Region from all points are safe and normal,” Director Intong said.

He added that “the Province of Palawan continues to be a top destination in the country and maintains its accolade as the World’s Best Islands from 2013-2016.”

In Palawan, the Armed Forces of the Philippines-Western Command (Wescom) urged the public to remain calm and vigilant as government agencies are working closely with the private sector in making the region's last frontier a safe place for both local and foreign tourists.

In a statement, Wescom said the Command understands the concern and responsibility of the US government on their citizens' welfare by issuing a warning on possible terrorist activities.

Wescom said it shares the same concern which is why the Command “beefed up its security postures in the province” months ahead in time for the vacation season without reference to any travel advisory.

The security measures implemented by Wescom are complemented by the Philippine National Police, PNP-Maritime Group, Philippine Navy, Philippine Coast Guard, Bantay Dagat, Rescue I65, Puerto Princesa City and the provincial and local governments of Palawan.

“Moreover, the people of Palawan are with us in remaining vigilant in their areas, and in coordinating with us on relevant information vital to public safety. We are all doing our very best, together with other agencies, in denying any terrorist groups entry and access in the high seas and coastal areas. Likewise, Interagency Task Groups in tourist areas like Coron, El Nido , Sabang, Honda Bay, Balabac, Bataraza, Rio Tuba, Brookes Point, among others, were also activated,” the Wescom statement said.

The statement also spoke of authorities’ regular coordination with resort owners, security agencies, Muslim community leaders and business organizations such as the Palawan Chamber of Commerce. #

Tiniyak ng National Disaster Risk Reduction and Management Council (NDRRMC) na ipagpapatuloy ang pagtulong sa mga lokal na pamahalaan sa  Surigao Del Norte.



Ito ay para makabangon ang lalawigan lalo ang Surigao City mula sa pinsalang idinulot ng Magnitude 6.7 Earthquake.



Bagamat nakabalik na ang mga serbisyo gaya ng kuryente, telekomunikasyon at kahit paano ay tubig sa ilang lugar sa Surigao City, marami pa ring kukumpunuin ng  mga tahanan, gusali at tulay na nasira ng lindol noong nakaraang linggo.



Sa pulong ng NDRRMC Response Cluster nitong Miyerkules, hinikayat ni Office of Civil Defense Deputy Administrator Kristoffer James E. Purisima ang iba’t-ibang sektor na ipagpatuloy ang diwa ng bayanihan at iwasang gumawa ng mga hakbang na makakaabala sa paghahatid ng relief goods at serbisyo sa mga kababayang nilindol.



Halos kalahati ng 30,000 family food packs at isang mobile kitchen para umalalay sa pagpapakain ng mga survivor ng lindol ang naipadala ng NDRRMC sa  Surigao City.



Kabilang sa mga unang naipadala ng NDRRMC sa Surigao City ang mga high-energy biscuit (30,000 pieces), Brown Rice Bars (3,250 pieces), dignity kits, kumot, malong, kulambo, solar lamps, generation sets, CAMPOLAS kits (mga batayan gamot) at mga water purification unit.#

Church executive hails DENR action on 23 mining operations

An executive of the social arm of the Catholic Bishop Conference of the Philippines lauded the Department of Environment and Natural Resources (DENR) for the recent closure of a number of mining operations across the country.

The DENR issued the closure orders against 23 mining firms, most of them operating in near or within the functional watersheds and coastal waters, based on the final results and recommendations of the multisectoral audit teams formed to look into the compliance of mining operators with the existing environmental laws and regulations.

“Truly, mining in watershed and fragile island ecosystems should not have been permitted! The government is serious in repairing its gross mistake in the past - where all that matters is the corporate interests at the cost of the environment,” National Secretariat for Social Action (NASSA)/Caritas Philippines Executive Secretary Fr. Edwin Gariguez said.

“(Secretary) Gina Lopez should be confirmed by the Commission on Appointments for standing to what is right and in defending people's well-being, over and above corporate greed," Father Gariguez added.

Meanwhile, companies that are affected can file for a Motion for Reconsideration (MR) to the DENR within 15 days from receipt of the order and still be appealed to the Office of the President.

A recipient of the 2012 Goldman Environment Prize,  Father Gariguez is known for leading an 11-day hunger strike with Mangyans in Mindoro to stop the mining operation of the Norwegian firm Intex in 2009.

He is now involved in Yolanda Rehabilitation efforts for survivors which also included those who survived the monster storm in Coron, Palawan.

These rehabilitation efforts are part of the Catholic Church's three-year program in nine provinces with focus on ecosystem recovery and livelihood promotion. #

Mimaropa's RSCWC launches Sepilyo Campaign

Toothbrushing is a very important oral health routine but somehow this practice is underappreciated in poor and far-flung places. 

Since healthy teeth is a reflection of proper oral health care for children and teenagers, the Regional Sub-Committee on the Welfare of Children (RSCWC)- Mimaropa will  launch on Thursday a dental hygiene campaign for children in indigenous communities and child development centers in Mimaropa's geographically isolated and disadvantaged areas (GIDA).

RSCWC-Mimaropa is a policy-making a policy making and coordinating body for child welfare and protection,  programs and activities of regional line agencies and local governments.

The lauching will be held during the first day of the Children's Caravan in San Jose, Occidental Mindoro.

Dubbed as " Sepilyo Mo, Sagot Ko para sa Ngiting Aprubado," the campaign hopes to collection 100, 000 dental hygiene kits (tooth brushes and tooth pastes) and achieve the same level of success of the 1-Million Lapis campaign last year.

The launching of Sepilyo Campaign coincided with the national observance of Dental Health month this February.

The DSWD led RSCWC will likewise coordinate with partners in the local governments, Early Childhood Care Development  and the Pantawid Pamilyang Pilipino Program strengthen oral health care in the city-municipal health programs curriculum and family development session.

Like the 1-Million Lapis Campaign, drop boxes will be placed in Social Welfare and
Development Ofices and in the areas of RSCWC member agencies.

Offices in the private sector are likewise encouraged to put up drop boxes for dental hygiene kits.
Deadline for the donations will be on October 27; the distribution is scheduled on November this year. #

DSWD, RSCWC launch Children's Caravan in Occidental Mindoro

The Department of Social Welfae and Development - Mimaropa and the Municipality of San Jose, Occidental Mindoro will lead the Children's Caravan today at the town's municipal gym.

The caravan,  expected to have the same level of fun of Children's Month, is supported by member organizations (including this Agency) and organizations of the Regional Sub-Committee for the Welfare of Children (RSCWC).

RSCWC-Mimaropa is a policy-making a policy making and coordinating body for child welfare and protection,  programs and activities of regional line agencies and local governments.

" The activity is called Children's Caravan cum Adoption Conscioussness Week Celebration since the month of February marks the Adoption Conscioussness Month," said Regional Director Wilma Naviamos of DSWD-Mimaropa.

About 1,000 children, parents, teachers and  including people from indigenous communities are expected to participate.

Adoption is defined as a socio-legal process of providing a permanent family to a child whose parents have voluntarily or involuntarily relinquished parental authority over the child.

There are two types of adoption:

Agency adoptions - are those in which a licensed adoption agency finds and develops adoptive families for children who are voluntarily or involuntarily committed. The adoptive families go through the process from application to finalization of the child’s adoption under the auspices of the DSWD a licensed child-placing agency. The legal rights of the child, the parents who gave birth to the child and the parents who will adopt the child, are all equally protected.

Family or relative adoptions - are those where the biological parents make a direct placement of the child to a relative or a member of their extended family with whom they relinquish their child.

Childless couples or people ready to receive new family members from Mimaropa are encouraged to visit the regional office (or call 02-526-6077)  for details of agency adoptions.

Also highlighting the Caravan is the launching of the Sepilyo Mo, Sagot Ko para sa Ngiting
Aprubado which aims to gather 100,000 dental kits for children of Child Development Centers and indigenous people's communities in geographically isolated and disadvantaged areas.#

Statement of the Presidential Adviser on the Peace Process Jesus Dureza on CPP/NPA/NDF’s cancellation of unilateral ceasefire

We are dismayed with the announcement of New People's Army (NPA) spokesman Ka Oris withdrawing their unilateral ceasefire effective February 10.

This cancellation came just after some progress we made in the 3rd round of peace talks in Rome where negotiating panels from both sides agreed to further discuss a bilateral ceasefire in The Netherlands sometime end of this month. 

We respect their decision.

On the part of the Office of the Presidential Adviser on the Peace Process (OPAPP), we will respectfully recommend to President Rodrigo R. Duterte that the government continues to maintain and uphold the unilateral ceasefire to sustain the peace in the communities where our people desire to live in peace. This will provide an enabling and conducive environment to the on-going peace talks. At the same, we will recommend that government forces continue to be relentless in their campaign to protect the civilians from harm and terrorism.

We agree that the situation, with various incidents on the ground, had become untenable to sustain without the guidelines and protocols that a bilateral ceasefire provides.

This gives more impetus and encouragement to our earnest task of forging a sustainable ceasefire agreement.

Despite these, however, we are still hopeful that the search for peace will continue and the tragedy of Filipinos fighting fellow Filipinos will come to an early end.

As we always stress, the road to peace is not easy to traverse. What is important is that we all stay the course. ###
