Nagpalabas ng flood warning advisories ang National Disaster Risk Reduction and Management Council (NDRRMC) para sa mga lugar na maaring maapektuhan ng masama ang panahon.

Dahil may umiiral na trough sa may Mindoro Provinces matapos lumisan ang low pressure area (LPA) na namuo sa Palawan, ang mga ilog at mga sangay na maaring maapektuhan ay ang mga sumusunod: Abra de Ilog, Cagaray, Labangan, Magbando, Lunintao, Anahawin, Monpong, Amnay, Pola, Pagbahan, Mamburao at Ibod (lahat Occidental Mindoro); Malaylay-baco, Pulang Tubig, Mag-asawang Tubig, Butas, Pula, Agsalin, Bansud, Sumagui, Bongabon, Baric, Bulalacao at Balete (lahat ay nasa Oriental Mindoro).

Ang trough ay isang lugar kung saan mababa ang atmospheric pressure: ibig sabihin, maulan.

Binabantayan ngayon ng DOST-Pagasa ang LPA sa Philippine Sea na siyang nagiging dahilan ng pag-ulan sa ilang bahagi ng Kabisayaan at Kamindanawan.

Sa Eastern Visayas, ang mga ilog at mga sangay ay ang mga sumusunod: Oras, Dolores, Olot, Taft, Borongan, Suribao, Llorento, Balangiga at Sulat (Eastern Samar); Sangputan, Palo, Salano (Ouilot), Daguitan, Marabang, Cadacan, Bongquirogon, Salug, Pagbanagaran, Pagsangahan at Binahaan (Leyte); Bisay, Himbangan at Pandan (Southern Leyte); Catarman, Bugko, Pambukhan, Catubig, Palapag, Maou at Gamay (Northern Samar);  Basey, Silaga, Calbiga at Jibatan (Samar); at lahat ng mga ilog at sangay nito sa Biliran.

Sa Zamboanga Peninsula, ang mga ilog at sangay nito na maaring maapektuhan ng LPA ay ang Tumaga, Taguite, Tigbao, Digsa, Sanito, Bakalan, Kabasalan at Sibuguey (Zamboanga Sibugay); Paro-Dapitan, Dipolog, Dikaya, Gold Duwait, Sindangan, Ingin (Maras), Palandoc, Bucas, Pataug, Quipit, Siocon, Piacan, Anungan, Pangamiran, Sibuco (Zamboanga Del Norte); Kamalarang, Tupilac, Labangan at Mapangi. (Zamboanga del Sur).

Sa Hilagang Mindanao: Mandulog, Agus, Liangan at Maranding (Lanao Del Norte); Odiongan, Gingoog, Balatocan, Cabulig, Lower Tagaloan, Lower/Middle Western Cagayan, Iponon at Alubijid (Misamis Oriental).

LPA sa bansa, iisa na lang

Nakalabas na ng Philippine Area of Responsibility (PAR) ang low pressure area (LPA) na namuo sa West Philippine Sea kanluran ng Palawan. 

Huling namataan ng DOST-Pagasa ang LPA sa layong 580 kilometers Kanluran ng Puerto Princesa City.

Lumakas man at naging bagyo man ang unang LPA, papalayo na ito sa bansa.
Ang dapat pag-ingat din ng mga kababayan ay ang trough.

Ayon kay Weather Specialist Ezra Bulquerin,  may namuong trough sa may dako ng Mindoro Provinces.

Ang trough ay isang mahabang rehiyon na may low atmospheric pressure kung saan umaakyat ang hangin at nagkakaroon precipitation o uulan.

Dahil dito ang Mindoro Provinces ay  maaring makaraanas ng maulap na kalangitan at kalat-kalat na pag-ulan, pagkulog at pagkidlat.

Sa iba pang bahagi ng Mimaropa at Katimungang Luzon, sinab ng Southern Luzon Pagasa Regional Services Division (SLPRSD) na bahagyang maulap hanggang sa maulap na kalangitan na may pulo-pulong mga pag-ulan o pagkidlat-pagkulog ang iiral sa Kabikulan.

Maulap na kalangitan na may kalat-kalat na mga pag-ulan at pagkidlat-pagkulog ang mararanasan sa Hilagang Samar, Marinduque at Romblon.

Mahina hanggang sa katamtamang hangin mula sa silangan hanggang sa hilagang-silangan ang iiral, na may banayad hanggang sa katamtaman na pag-alon ng karagatan.

Samantala, nananatili pa rin sa silangan ng Kabisayaan at Mindanao ang ikalawang LPA na nasa Philippine Sea.

Itong LPA sa Philippine Sea na ang tinututukan ng DOST Pagasa dahil maari itong maging bagyo sa loob ng 36 hanggang 72 oras.

Huling namataan ang ikalawang LPA sa layong 580 kilometers Silangan ng Hinatuan, Surigao Del Sur.

Dahil sa ikalawang LPA, sinabi ni Bulquerin na makakaranas parin ang Silangang Kabisayaan, Caraga at Davao ng katamtaman hanggan paminsan-minsang paglakas ng ulan.

Ang una at ikalawang mga LPA ay nakapaloob sa Intertropical convergence zone o ITCZ na isang mahabang linya ng mga ulan.

Sa mga lugar na may malakas ang pag-ulan, paaalala ng DOST Pagasa, dapat maging alerto ang mga kababayan sa mga biglaang pagbaha at pagguho ng lupa. #

Safety and security in Mimaropa's leading destinations

Authorities in Mimaropa on Wednesday assured public safety in the country’s Destination of Choice including Palawan.  

“The provinces of Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon and Palawan are relatively safe and secure for any tourism-related activity in the face of the travel advisories issued by foreign governments,” said Department of Tourism - Mimaropa Regional Director Danilo B. Intong in an advisory.

The advisory was made public following the travel warning issued by the US Embassy in Manila for its citizens on alleged terrorist groups’ plots to conduct kidnapping operations in Palawan including Puerto Princesa City and Puerto Princesa Subterranean River National Park.

“Air, sea and land transport to Mimaropa Region from all points are safe and normal,” Director Intong said.

He added that “the Province of Palawan continues to be a top destination in the country and maintains its accolade as the World’s Best Islands from 2013-2016.”

In Palawan, the Armed Forces of the Philippines-Western Command (Wescom) urged the public to remain calm and vigilant as government agencies are working closely with the private sector in making the region's last frontier a safe place for both local and foreign tourists.

In a statement, Wescom said the Command understands the concern and responsibility of the US government on their citizens' welfare by issuing a warning on possible terrorist activities.

Wescom said it shares the same concern which is why the Command “beefed up its security postures in the province” months ahead in time for the vacation season without reference to any travel advisory.

The security measures implemented by Wescom are complemented by the Philippine National Police, PNP-Maritime Group, Philippine Navy, Philippine Coast Guard, Bantay Dagat, Rescue I65, Puerto Princesa City and the provincial and local governments of Palawan.

“Moreover, the people of Palawan are with us in remaining vigilant in their areas, and in coordinating with us on relevant information vital to public safety. We are all doing our very best, together with other agencies, in denying any terrorist groups entry and access in the high seas and coastal areas. Likewise, Interagency Task Groups in tourist areas like Coron, El Nido , Sabang, Honda Bay, Balabac, Bataraza, Rio Tuba, Brookes Point, among others, were also activated,” the Wescom statement said.

The statement also spoke of authorities’ regular coordination with resort owners, security agencies, Muslim community leaders and business organizations such as the Palawan Chamber of Commerce. #

Coron project attracts beauty queens

QUEZON CITY, January 21 --- There is a post-Yolanda rehabilitation project in Coron, Palawan that is a magnet for international beauty queens.

The Integrated Watershed Management for Climate Resilience in Coastal Communities Project, run by the Catholic Organization for Relief and Development Aid (Cordaid), is set to be visited by reigning Ms. Universe Pia Wurtzbach this Saturday.

Before Pia, Ms. Universe 2013 Gabrielle Isler made a similar visit organized by Cordaid in 2014.

The project, supported by the National Secretariat for Social Action (NASSA)/Caritas Philippines, Apostolic Vicariate of Taytay-Social Action Center (AVT-SAC), the Municipality of Coron and the Miss Universe Foundation, has been empowering women and Indigenous People by building their coping capacities in the face of climate, disaster and environmental risks through locally appropriate and culturally sensitive techniques of land and water management.

Apart from improving coping capacities, participating women are also trained in climate resilient livelihood programs such as vegetable farming and handicraft production.

LUNGSOD QUEZON, ika-21 ng Enero  --- Hindi man natuloy ang mga kandidata ng Ms. Universe sa Palawan, dadalaw naman ang kasalukuyang Ms. Universe na si Pia Wurtzbach sa nakabibighaning Coron.

Pupuntahan ni Pia ngayong Sabado ang Integrated Watershed Management for Climate Resilience in Coastal Communities Project sa Barangay Malawig na isa sa mga lugar na naapektuhan ng Bagyong Yolanda.

Sa Noong 2014, dumalaw at nakiramay din ang 2013 Miss Universe na si Gabrielle Isler sa Coron sa imbitasyon ng CordAid (Catholic Organization for Relief and Development Aid). Malalim ang partisipasyon sa nasabing proyekto ang isang kumunidad ng katutubong Tagbanwa na karamihan ay mga kababaihan.

Sa pagdalaw nina Pia at Gabrielle, nababatid ng mga kababayan sa ibang panig ng bansa at maging sa buong mundo ang sinapit at kalagayan ng mga nakaligtas sa Bagyong Yolanda.

Ayon kay Fr. Edwin Gariguez, ang Executive Secretary ng National Secretariat for Social Action (NASSA)/Caritas Philippines, katanggap-tanggap sa Simbahang Katolika ang proyekto dahil nilalayon nitong bigyan kaalaman, kasanayan at kumpiyansa ang mga kababaihan at mga kababayang katutubo.

Pinangangasiwaan ng CordAid ang proyekto kabalikat ang Simbahan Katolika sa pamamagitan ng NASSA/Caritas Philippines at ang Apostolic Vicariate of Taytay-Social Action Center (AVT-SAC).Sumusuporta rin ang pamahalaang bayan ng Coron at ng Miss Universe Foundation.

Dahil sa proyekto, nahahasa ang kakayahan ng mga kababaihan para malagpasan ang mga bantang panganib mula sa kalikasan, nagbabagong klima at kalamidad.

Ito ay sa pamamagitan ng paggamit ng mga paraan ng pangangasiwa sa lupa at katubigan na angkop at katanggap-tanggap sa kulturang katutubo.Bukod, nagkakaroon ng pagkakataon ang mga benepisyaryong katutubo na matutunan ang mga gawain tulad ng paggugulay at paggawa ng handicrafts para mayroon silang kabuhayan.

DOH asks parents to help protect children from intestinal worm infections

The Department of Health (DOH)  is encouraging parents of 5 to 12 year old children in public elementary schools to participate in the nationwide Oplan Goodbye Bulate (worm).

The region will kick-off the campaign on Wednesday at the  Jagmis Memorial Elementary School  and San Pedro Central School, Puerto Princesa City, Palawan.

Soil-transmitted helminthiasis (STH) or infections from intestinal worms may lead to cognitive impairment and malnutrition among children.

“School children harbor the highest load of infection that is why it is imperative to provide them the most effective measure to eliminate it by administering Albendazole, a 400 milligram chewable deworming drug for children, which is efficient and cost-effective” DOH Mimaropa Regional Director Eduardo C. Janairo said.

Director Janairo clarified that "deworming tablets will be given to children who will present a parent’s consent duly accomplished by their parent or guardian. Teachers were  advised to provide the drug to children who have taken their meals to avoid complication and serious adverse effect from the medicine.”

Adverse reactions such as allergy, mild abdominal pain and diarrhea may manifest within the first 10 hours after ingestion of the deworming drug.

But Director Janairo assured that these adverse reactions are "mild and transient."

Oplan Goodbye Bulate Campaign, a nationwide program implemented by DOH in partnership with the departments of Education and the Interior and Local Government,  is done twice a year simultaneously in all public elementary schools during January and July.

For Mimaropa, DOH is targeting to reach 470,947 school-based children.

Teachers and their school nurses will  provide the deworming medicine with assistance from barangay health workers and barangay nutrition scholars.

Children participating in the campaign are also expected to drilled in proper and frequent handwashing and toothbrushing. (LP)

DOH, hinikayat ang mga magulang na suportahan ang Oplan Goodbye Bulate

Makikisa ang Mimaropa sa Oplan Goodbye Bulate na gaganapin ngayong Miyerkules, ika-27 ng Enero sa mga pampublikong paaralan sa elementarya.

Ang simbulong paglulunsad ng kampanya sa Mimaropa ay gaganapin sa Mateo Jagmis Memorial Elementary School at San Pedro Central School sa Puerto Princesa City, Palawan.

Nilalayon ng Oplan Goodbye Bulate ay mabigyan ng proteksyon ang mga batang lima hanggang 12 taong gulang sa mga bulate, karaniwang galing sa lupa.

Kapag may bulate sa tiyan ang bata, maaaring siyang maging malnourish.

Paliwanag ni Regional Director Eduardo C. Janairo ng Department of Health - Mimaropa,  mga bata sa paaralan ang madalas makakuha ng bulate kaya mahalagang mabigyan sila ng pamurga tulad ng Albendazole.

Ang Albendazole ay isang  400 milligramong gamot na mangunguya ng bata.

Pero paalala ni Director Janairo, ang Albendazole ay ibibigay lamang sa mga batang may dala-dalang pahintulot sa magulang at nakakain na.

Maaring makaranas ang bata ng allergy, pananakit ng tiyan o kaya ay pagtatae sa loob ng sampung oras matapos makakain ng pamurga, pero tiniyak ni Director Janairo na ang mga ito ay mawawala rin kaya walang dapat ikabahala ang mga magulang at mga guro.

Bahagi din ng kampanyang Oplan Goodbye Bulate ay sanayin ang mga bata sa wasto at madalas na paghuhugas ng kamay at pagsesepilyo.

Ang Oplan Goodbye Bulate ay isang kampanyang itinataguyod ng DOH kasama ang Department of the Interior and Local Government at ng Department of Education.

Ang mga magbibigay ng pamurgang gamot ay ang mga guro at mga nars sa paaralan at silaý aalalayan ng mga barangay health workers at barangay nutrition scholars.

Sa Hulyo ang susunod na pagbibigay na pamurga sa mga bata sa elementarya.

Para sa Mimaropa, target ng DOH na maabot ng Oplan Goodbye Bulate ang may 470,947 na mga bata sa mga paaralan. (LP)

DOLE - Mimaropa, may kambal na job fair sa Oriental Mindoro at Palawan ngayong Mayo Uno

QUEZON CITY, Ika-30 ng Abril (PIA)---Inaanyayahan ng Department of Labor and Employment - Mimaropa ang mga kababayan sa rehiyon na makilahok sa dalawang Job Fair na idaraos sa Oriental Mindoro at Palawan bukas, Labor Day.

Magkasabay magbubukas ang kambal na Job Fair sa Pinamalayan Municipal Gymnasium sa bayan ng Pinamalayan at sa Activity Center ng Robinsons Place sa Puerto Princesa City.

Ayon kay Jhomer Acedillo, Labor and Employment Officer II, karamihan ng mga bakanteng trabaho ngayon ay nahahahanay sa manufacturing.

Kabilang sa mga lalahok sa job fair ngayon ay mga kumpanyang may mga pabrika sa Batangas at Laguna.

Dalawamput-dalawang lokal na kumpanya ang sasali sa Pinamalayan samantalang 30 naman sa Puerto Princesa.

Bukod sa manufacturing, may mga opening na nasa linya ng construction; hotel and restaurant management; transport, storage and communication; financial intermediation, health and social work; real estate at community, social and personal services.

May limang ahensiya din sa Puerto Princesa ang nag-aalok ng mga trabaho para sa ibang bansa gaya ng  household workers, factory workers, mechanical engineers, construction workers at drivers.

Kung may mga kababayan na nangangailangan na mag-renew ng kanilang professional licenses, pwede silang sumabay ng mga job seekers ang Professional Regulatory Commission sa kambal na job fair.

Pagasa-DOST: Bagyong Seniang, humina't lumiit habang nasa Sulu Sea

Humina at nabawasan ang lapad ng Bagyong Seniang habang binabagtas ang Sulu Sea.

Sa huling forecast ng Pagasa-DOST (Severe Weather Bulletin No. 15), namataan ang bagyo sa layong 290 timog-timog kanluran ng Cuyo, Palawan kaninang alas kuwatro ng hapon.

Taglay ng Bagyong Seniang ang lakas ng hangin na 45 kilometro kada oras malapit sa gitna at kumikilos pa-kanluran-timog-kanluran sa bilis na 15 kilometro bawat oras.

Ang dating lapad ng bagyo ay  300 kilometro diyametro; ngayong hapon ay 200 kilometro na lang na may kakayaha pang magpaulan ng 5 hanggang 10 milimetro bawat oras.

Public Storm Warning Signal No.1 ang Palawan at hindi nawawala ang banta ng biglang pagbaha at pagguho ng lupa sa mga mababa at bulubunduking lugar.

Pinapayuhan pa rin ang mga mangingisda at mga byahero sa mga maliliit na bangka na ipagpaliban muna ang pagpalaot sa mga araw ito.

Bukas ng hapon, unang araw sa Enero 2015,  tinataya ng Pagasa-DOST na nasa layong 300 kilometro timog kanluran ng Puerto Princesa City ang bagyo.

Biernes pa inaasahang lalabas ng Pilipinas ang Bagyong Seniang kaya ibayong pag-iingat pa rin ang dapat pairalin sa lahat ng mga kababayan sa Palawan lalo na dakong katimugan.

Roxas at Agutaya sa Palawan, nagsagawa ng pre-emptive evacuation sa ilang barangay

Umabot sa 478 ang bilang ng inilikas ng mga lokal na pamahalaan sa Palawan bago pa man dumating ang Bagyong Seniang.

Sa ulat ng Office of Civil Defense-Mimaropa  (Sitrep No. 3), karamihan ng mga sumailalim sa pre-emptive evacuation ay ang mga bayan ng Roxas at Agutaya.

Sa bayan ng Roxas, ang mga evacuees ay mula sa mga barangay ng San Miguel (205 katao), Salvacion  (11), Nicanor Zabala (55), Tumarbong (130) at New Cuyo (35).

Duon naman sa Agutaya, ang mga evacuees ay mula sa Bangcal (22) at Cambian (16)  at pinatuloy sa kani-kanilang mga barangay hall.

Ang pre-emptive evacuation o maagang paglilikas ay isa sa mga paraan para makaiwas sa disgrasya ang mga kababayan sa mga bagyong paminsala gaya ng Seniang.

Ang pagdaan ni Seniang sa kabisayaan at kamindanawan ay nag-iwan ng 35 kataong patay bukod sa mga sira-sirang imprastraktura at pananim.

Seniang, mapanganib pa rin kahit bumagal at humina

Bagamat bumagal ang pagbaybay ng Bagyong Seniang sa  Palawan, pinapayuhan ng Pagasa-DOST ang mga kababayan doon na ipagpatuloy ang ibayong pag-iingat mula ngayon hanggang bukas.

Lalo na yung mga nakatira sa mga mababa at bulubunduking lugar kung saan pwedeng  bumaha o kaya ay gumuho ang lupa dala ng Seniang.

Nagpabaha at nagdulot ng mga landslide ang Bagyong Seniang sa Kabisayaan at Kamindanawan nitong mga nakaraang araw.

Iniulat ng National Disaster Risk Reduction and Management Council (NDRRMC) na 35 ang nasawi sa pananalasa ng Bagyong Seniang sa mga nasabing rehiyon.

Dalawamput-anim ang sugatan at walong nawawala.

Gayumpaman, sa isang panayam sa radyo, sinabi ni Doy Cada ng Pagasa-DOST na posibleng humina ang bagyong Seniang sa mga susunod na oras.

Kaninang 10 ng umaga, ibinaba ng Pagasa-DOST sa Public Storm Warning Signal No. 1 ang babala sa buong Palawan batay sa Severe Weather Bulletin No. 14.

Huling namataan ang bagyo sa layong 245 kilometro Timog-Timog-Silangan ng Cuyo, Palawan kaninang alas 9 ng umaga.

Mula sa 19 na kilometro bawat oras, natapyasan ng anim na kilometro ang bilis ng pakanlurang-silangan-kanlurang paglalakbay ng Bagyong Seniang

Bumaba rin mula sa 65 kilometro bawat  oras sa 55 kilometro bawat ang oras ang lakas ng bagyo.

Pero malapad pa rin ang kaulapan ng bagyo na may diyametro na 300 kilometro.

Dahil dito, inaasahan ng  Pagasa-DOST na mga pito't kalahati hanggang milimetro ng pag-ulan ang mararanasan ng mga bayang madadaanan ng Bagyong Seniang.

Mapanganib sa ngayon sa eroplano, barko at bangka ang himpapawid at ang karagatang nasasakupan ng Palawan.

Dahil dito, pinapayuhan ng mga awtoridad na wala munang lilipad o kaya ay papalaot sa mga lugar na nasa ilalim ng Signal No. 1.

Palawan at RDRRMC-Mimaropa, naka-antabay na kay Seniang

Binabantayan ngayon ng Regional Disaster Risk Reduction and Management Council-Mimaropa (RDRRMC-Mimaropa) at ng Provincial Disaster Risk Reduction and Management Office ng Palawan (Palawan PDRRMO) ang pagkilos ng Bagyong Seniang.

Signal No. 2 na umiiral sa Palawan at sa isla ng Cuyo samantalang Signal No. 1 sa Calamian group of Island alinsunod sa Severe Weather Bulletin No. 1 ng Pagasa-DOST.

Alertado na ang operation center ng Palawan PDRRMO at ang mga rescue unit ng lalawigan.
Naka-standby na rin ang mga ahensiya ng DILG, DSWD,DOH, PNP, BFP at iba pang mga miyembro ng RDRRMC -Mimaropa.

Nakataas sa White Code ang mga pagamutang nasa ilalim ng DOH samantalang tiniyak naman ng Department of Agriculture ang mga butong pampalit sa mga pananim na masisira kung saka0-sakali.

Namahagi na rin ng mga impormasyon tungkol sa bagyo ang Coast Guard District Southern Tagalog at ang Coast Guard District Palawan.

Sa ulat ng RDRRMC-Mimaropa (Sitrep No. 1 Effects of TS Seniang), suspindido ang operasyon sa pantalan ng mga sumusunod na mga biyahe: Dangay Port (Oriental Mindoro) papuntang Caticlan Port (Iloilo); Roxas Romblon port (Romblon) - Cajidiocan port (Sibuyan island); Puerto Princesa Port-Cuyo  papuntang Iloilo at Coron (Palawan)-Manila.

Sa ulat naman ng Coast Guard Station - Oriental Mindoro at Coast Guard Station Romblon, umabot sa 2,150 (1,800 sa Oriental Mindoro samantalang 350 naman sa Romblon)  ang bilang mga pasaherong pansamantalang pinahimpil sa mga pantalang kani-kanilang nasasakupan.

Anim na put anim na rolling cargoes ang naistranded sa Oriental Mindoro.

Anim na sasakyang pandagat ang nakahimpil naman sa pantalan ng Oriental Mindoro at isa sa Romblon.

BIMP-EAGA: twenty years of pushing regional development

In 1994, the governments of Brunei Darussalam, Indonesia-Malaysia, Philippines (BIMP) established the BIMP-East ASEAN Growth Area (BIMP-EAGA) cooperation program to help develop marginalized and far-flung areas and reduce poverty within the sub-region.

Twenty years later, in the advent of an ASEAN Integration, no less than the presidents of the Republics of the Philippines and Indonesia, underscored the continuing relevance of BIMP-EAGA.

President Susilo Bambang Yudhoyono, during his state visit in the country Thursday, said BIMP-EAGA has motivated local economies and tourism and thus this cooperation must proceed with more participation from the business community.

For his part, President Benigno Aquino said he has discussed with President Yudhoyono, the importance of pursuing continuing cooperative activities between Brunei, Indonesia, Malaysia, and the Philippines within the BIMP-EAGA framework.

“This will ultimately redound to more doors of opportunity opening for all our peoples, enabling them to contribute further to the advancement of our nations and our region,” President Aquino said.

The BIMP-EAGA covers the entire Sultanate of Brunei Darussalam; nine provinces in Kalimantan and Sulawesi, the island chain of Maluku, and Papua (Indonesia); the Federal States of Sabah and Sarawak and the Federal Territory of Labuan (Malaysia); and the entire island of Mindanao (26 provinces) and the island province of Palawan (Philippines).

These areas have a long history of trading through the traditional barter system.

Among the goals of BIMP-EAGA are to turn the sub-region into the food basket for ASEAN and Asia and position itself as a single regional eco-tourism destination.

Puerto Princesa City of Palawan, along with Lake Cebu (South Cotabato) and Tibolo (Davao Del Sur), is one of the BIMP-EAGA’s pilot sites for community-based eco-tourism.

The cooperation program also looks into improving cross border flow of people and goods---by air, land and sea transports---within the sub-region and into the rest of Asia.

The development of the Puerto Princesa and Brookes Point ports is among the BIMP EAGA Priority Projects that were identified in its Implementation Blue Print (2012-2016).

PNOY: Local community, facts will decide power generation for Palawan

QUEZON CITY, May 28, (PIA) --- “We won’t impose. We will dialogue with you and the local community - but It has to be a common decision based on available facts,” President Aquino said referring to consultations in determining the most available, reliable and acceptable means of power-generation for Palawan.

President Benigno Simeon Aquino III--- who was attending the 116th Anniversary of the Philippine Navy in Palawan--- made the assurance Tuesday when asked in a press conference about his reaction to an alleged negative public sentiment on a proposal (by DMCI Power Corporation) to establish a 15-megawatt coal-fired power plant for the province.   

The President explained that Palawan is under SPUG or a missionary area (meaning unconnected to the main transmission grid) where “nobody wants to come in to provide power.”

SPUG or the Small Power Utilities Group under the National Power Corporation, undertakes the electrification of missionary areas, which are usually the farthest, smallest and remotest places and islands in the country.

In 2011, SPUG completed the Schedule II of the Sta. Cruz - San Jose 69 kW transmission line (which has a total length of 52.4 kilometers) and set up a substation in San Jose town, all in Occidental Mindoro.

The President recalled that half of the budget allotted for SPUG areas is spent to energize Palawan and one of the Mindoro provinces.

Naturally, significant budget will be saved if both provinces will be removed from SPUG.

Another issue that needed to be cleared is the kind of power source that will be used.

“Kailangan mo ng tinatawag na base load plants…may nagsabi—bakit hindi tayo mag-Solar (power) na lang --- siyempre efficiencies will be dependent on prevailing weather conditions. Hindi ko alam  kung may hydro (power) capacity rito. Pero so far, ang talagang reliable and available for Palawan in particular, is coal or diesel (We need base load plants...someone said why don't use solar power instead...of course efficiencies will be dependent on prevailing weather conditions. I don't know if hydro-electric power is available here,but so far, what is really reliable and available for Palawan in particular, is coal or diesel) and the SPUG area is run by fuel oil. I don’t know if fuel oil is less environmentally destructive than coal, then it’s back to a question of do we want power or not? But at the end of the day, it is the local community that decides,” the President said.

As for gas-based power generation, the President said gas is more expensive than natural gas and the country unfortunately lacks the required reclassification plants.

But for tourism to grow, a vibrant sector where kababayans in Palawan largely rely on for livelihood will need available and reliable power source.

“We are projecting 10 million tourists by 2016, by the time I step down. We’re very close to 5-Million already as of last year. A lot of these tourists will be going to Palawan, I’m sure you are aware of the developments that are happening here,” said the President, “Plus the the airport, i-upgrade rin natin (we will upgrade it too). All of that, plus the upstream and downstream industries, will need power.”, he added.

“If it’s not available, then practically we’re saying…parang wala na ring yung tourism na big industry rito (it's like saying the biggest industry, which is tourism, has not done anything) for the projected growth ,” the President said. (LBR/LP/PIA/PCOO)
