Mimaropa-RDRRMC members preposition supplies, assets ahead of Nona's landfall

QUEZON CITY,  December 14 (PIA) --- Members of the  Mimaropa Regional Disaster Risk Reduction and Management Council are on red alert status and monitoring the passage of Typhoon Nona as it makes it way to the region through the Northern Samar and Bicol provinces.

Based on the forecasted track of the typhoon, the provinces of Romblon, Marinduque and Oriental Mindoro are in its path towards West Philippine Sea.

In its Severe Weather Bulletin No.8, Pagasa-DOST reported that Romblon and Marinduque are now under Public Storm Warning Signal No. 2 (PSWS No. 2) while PSWS No. 1 is in effect over the Mindoro provinces.

Office of Civil Defense - Mimaropa coordinated with response agencies and deployed staff in Oriental Mindoro and Palawan for emergency monitoring and logistic support.

The Department of the Interior and Local Government has advised all local government operations officers (LGOOs) to take appropriate actions before the typhoon make a landfall.

The Police Regional Office-Mimaropa and the Bureau of Fire Protection likewise alerted their assets while the Romblon Provincial Disaster Risk Reduction and Management Office are coordinating with its municipal counterparts.

The Deparment of Social Welfare and Development has activated its Field Offices Crisis Intervention, Regional Quick Reaction Teams and  Social Welfare and Development Teams (SWADTs).

 DSWD also pre-positioned its food and non food items in geographically isolated depressed areas.
The Department of Health has raised the white alert and prepositioned assorted medicines and supplies in provincial hospitals and centers.

The Motor Vehicle User Charge workers and maintainance crew of the District Disaster Risk Reduction and Management Teams of the  Department of Public Works and Highways are monitoring the national roads, bridges and other public infrastructures.

The Department of Agriculture, on the other hand, has made their planting materials available to replace crops that will be affected by the passage of Typhoon Nona.

Six ports in Mimaropa suspend operations due to Nona

QUEZON CITY, December 14 (PIA)---At least six ports in Mimaropa have suspended operations in response to the public storm warning signals raised by Pagasa DOST  due to Typhoon Nona.

These ports are Poctoy (Odiongan) and Romblon (Romblon town) of Romblon; Banalacan (Mogpog) and Cawit (Boac) of Marinduque; and Calapan (Calapan) and Dangay (Roxas) in Oriental Mindoro.

Once a public storm warning signal (PSWS) is in effect in a province, the Philippine Coast Guard will not allow any kind of vessel to sail except for those ships that are already in the ocean and searching for shelter.

As of 11 Sunday night, Romblon and Marinduque are under PSWS No. 2 while Oriental Mindoro is still under PSWS No. 1.

The seas covered by PSWS No. 2 will have 4 – 14 meter high waves and storm surges may occur in coastal barangays.  #

Pagasa DOST raises public storm warnings over Romblon, Marinduque and Oriental Mindoro

Pagasa-DOST has raised Public Storm Warning Signals in three provinces of Mimaropa that are within the forecasted track of Typhoon Nona.

Based on Severe Weather Bulletin No. 6-A, Romblon is now under Public Storm Signal No.2 (PSWS No. 2) while PSWS No. 1 is in effect over Marinduque and Oriental Mindoro.

Classes in kindergarten, elementary and high school are automatically suspended provinces under PSWS No. 2  while kindergarten students are the only one without classes in areas under PSWS No.1

Tourists and commercial sea travelers are advised to consult Coast Guard Southern Tagalog District to check if sea traveling in and out of Romblon, Marinduque and Oriental Mindoro are suspended.

Under Coast Guard’s Memorandum Circular No. 02-2013, vessels of any tonnage are prevented from sailing when Public Storm Warning Signals are hoisted over their locations unless looking for shelter.

And for Marinduque, regular travelers may get in touch with Coast Guard Southern Luzon at  0929-6864188 or at Coast Guard Substation Lucena through 0939-4631052. 

Areas under PSWS No. 2 are expected to experience 61-120 kilometers per hour with 24 hrs. from the time the bulletin was released.

These kind of winds can tilt electric posts and power towers, tore off old roofs, uproot at put down trees, damage rice and corn fields and other damages.

Dahil kay Bagyong Nona, babala ng bagyo nakataas sa Romblon, Marinduque at Oriental Mindoro

Itinaas ng Pagasa-DOST ang kanilang babala sa bagyo sa ilang mga lalawigan sa Mimaropa para makapaghanda sa paparating na bagyong si Nona.

Kaninang 7 ng gabi, nagpalabas ang Pagasa ng Severe Weather Bulletin No. 6-A kung saan pinaiiral ngayon sa Romblon ang Public Storm Signal No.2.

Nananatili ang Public Storm Signal No. 1 sa Marinduque ngunit kasama na nito ang Oriental Mindoro.

Kapag may Signal No. 2 sa lugar, antimanong walang pasok sa kindergarten, elementarya at highschool.

Kung Signal No. 1 naman, kindergarten lang ang antimanong walang pasok.

Pinapayuhan ang mga biyahero na kumunsulta muna sa Coast Guard District Southern Tagalog dahil karaniwan pinagbabawalan nang pumalaot ang anumang sasakyang pandagat sa sandaling nakataas na ang babala ng bagyo sa kanilang mga lugar.

Batay ito sa Memorandum Circular No. 02-13 ng Coast Guard kung saan sinasabing walang sasakyang pandagat ang papayagan makapaglayag kapag nakataas ang anumang babala ng bagyo sa kinalulugaran nito maliban lang kung maghahanap ng  masisilungan.

Ang mga lugar sa ilalim ng PSWS No. 2 ay makakaranas ng lakas hg hangin mula  61 hanggang 120 kilometro bawat oras sa loob ng 24 oras mula nang maipalabas ang babala.

Ang mga ganitong kalalakas ng hangin ay may kakayahan magpayuko ng mga poste ng ilaw at tore, magpalipad ng mga lumang bubong, makabunot o makapagpatumba ng puno, makasira ng palayan at maisan, at iba pang malilit hanggang katamtamanang pinsala.

Sa karagatan, ang mga alon ay maaring tumaas mula apat hanggang 14 na metro at posibleng magkaroon ng daluyong o storm surge sa mga baybaying barangay.

Tatlumpu hanggang anim na pung kilometro bawat oras ang lakas ng hangin na mararamdaman sa mga probinsyang nasa ilaim ng PSWS No.1.

Nanganganib sa ganitong mga hangin  ang mga kabahayan  na gawa sa mga magagaan na materyales at ang mga palay na namumulaklak pa lang. #

Nona strengthens as it moves to Northern Samar, Bicol

TS Nona has intensified as it moves towards Northern Samar and Bicol Region.

Based on Pagasa-DOST’s Severe Weather Bulletin No. 6,  maximum sustained winds has gone from  110 kilometers per hour to  140 kilometers per hour near the center.

Gustiness went up from 140 kilometers per hour to 170 kilometers per hour.

Typhoon Nona is forecasted to move west at 19 kilometers per hour.

Marinduque and  Romblon are now under Public Storm Signal No. 1 which means these provinces will experience strong winds from  30-60 kilometers  within 36 hours  from the time the PSWS was raised.

When PSWS No. 1 is in effect in a province, classes in kindergarten and most probably sea travel in and out of the area are suspended.

Meanwhile, the National Disaster Risk Reduction and Management Council (NDRRMC) reported that  that the Department of Social Welfare and Development has stocked food packs and stand by funds ready in the field offices.

Among these field office is the DSWD – Mimaropa with 8,855 family food packs and with Php 4-M standby funds available when needed.

Bagyong Nona, lumakas; Marinduque at Romblon, Signal No. 1 na

Lumakas ang Bagyong Nona habang papalapit sa Kabikulan at Hilagang Samar.

Batay sa Severe Weather Bulletin No. 6 ng Pagasa-DOST,  mula sa dating 110 kilometro bawat oras, naging 140 kilometro bawat ang lakas ng hangin ng Bagyong Nona.

Ang dating pagbugso na  140 kilometro bawat oras ay naging 170 kilometro bawat oras.

Kumikilos ang Bagyong Nona pa-kanluran sa bilis na 19 kilometro bawat oras.

Itinaas na rin ng Pagasa-DOST ang Public Storm Warning Signal No. 1 sa Marinduque at Romblon dahil madadaanan ang mga lalawigan ito alinsunod  sa forecast track ng Bagyo Nona.

Ibig sabihin ng PSWS No.1, ang mga lugar na nasa ilalim nito ay makakaranas ng  lakas ng hangin mula 30-60 kilometro sa loob ng 36 na oras mula nang ilabas ang babala.

Ang susunod na bulletin ng Pagasa ay ilalabas mamayang ika-11 ng gabi.

Kapag, nakataas ang PSWS No. 1, antimanong walang pasok sa kindergarten at malamang suspindido ang mga byaheng pandagat papaalis at papasok sa mga apektadong lalawigan.

Samantala, batay sa ulat ng National Disaster Risk Reduction and Management Council,  ang Department of Social Welfare and Development –Mimaropa  ay may naitabing  8,855 family food packs at mayroong Php 4-M standby funds na pwedeng magamit kung kakailanganin. #

DOH Mimaropa launches health fair for senior citizens

The Department of Health – Mimaropa is set to tour a new program aimed promoting wellness and welfare of senior citizens.

Launched on Thursday in Boac, Marinduque, the Senior Citizens’ Health Fair aimed at raising public awareness on the Republic Act 9994 known as the “Expanded Senior Act of 2010“ which provides for additional benefits and privileges to senior citizens in recognition of their contribution in nation building.

The objective is to institutionalize and promote their wellbeing in the community advocating for healthy practices that will prevent and control diseases among adults; give recognition to the significant contribution of individual senior citizens organizations in the promotion of programs for the welfare of senior citizen; and increase awareness of the family and community on the importance of senior citizens.

“This program will be done in all the five provinces of the region to promote activities, projects and services that will address the needs of our elders, especially those with disabilities and to raise public consciousness on their needs and concerns and to prevent their discrimination and abuse,” DOH-Mimaropa Regional Director Eduardo C. Janairo said.

“We are working to inspire, motivate and encourage senior citizens to continue their effort in guiding younger generations into productive endeavors through active participation in the community. This is the age where they are at the prime of their life and very competent to render expertise and skills. We must gain the most out of their life’s experience and leadership and use it to further contribute for the advancement of our society,” Director Janairo added. 

Featured in the launching are ballroom dancing, group line dancing and a twin contest for lola and Lolo: the Kisig and Gandang Walang kupas pageants.

Around 400 people from various municipalities participated in the launching. #

Senior Citizens’ Health Fair: panibagong parangal kina Lola’t Lolo sa Mimaropa

Una, ang Mimaropa ay mayroon UNA--- Ulirang Nakatatanda Awards--- kung saan kinikilala ang kontribusyon ng mga nakatatanda sa  sa kanilang samahan, pederasyon, pamayanan at sa buong rehiyon.

Ngayon, ang Mimaropa ay mayroon nang Senior Citizens’ Health Fair na inilunsad ng Department of Health sa Boac, Marinduque.

Ayon kay DOH Mimaropa Regional Director Eduardo Janairo, nilalayon din ng Senior Citizens’ Health Fair na bigyan ng pagkilala sa mga nakatatandang  patuloy na nagbabahagi ng kanilang kaalaman, kasanayan at karanasan sa mga nakababata para sa ikauunlad ng pamayanan.

Pero ang naiiba sa Senior Citizens’ Health Fair, binibigyan diin ang pagtuturo at pagpapataas ng kaalaman ng mga nakatatanda sa mga nilalaman ng  Republic Act No. 9994 o mas kilala bilang “Expanded Senior Act of 2010.

Sa ilalim ng batas, mababatid ang mga pribilehiyo at mga karagdagan benipisyo sa mga nakatatanda.

Gayundin, hangad din ng Senior Citizen’s Health Fair na maipakalat ang mga paraan para maging malusog ang mga kababayan habang nagkaka-edad.

Ang Senior Citizens’Health Fair ay inilunsad ngayong Huwebes sa Bayan ng Boac, Marinduque.

Tampok sa Senior Citizens’Health Fair ang Ballroom Dancing, Group-line dancing at ang kambal patimpalak na Kisig at Gandang Walang Kupas pageant.

Pamahalaan, hiniling sa mga mamamayan ang kooperasyon sa panahon ng kagipitan

QUEZON CITY, Setyembre 21, (PIA): Magtiwala at sumunod sa bilin ng mga lokal na pamahalaan tuwing  nagsusungit ang panahon.

Ito ang mga magkakahiwalay ngunit nagkakaisang panawagan nina Interior and local Government Secretary Mar Roxas, Executive Secretary Jojo Ochoa at National Disaster Risk Reduction and Management Council Executive Director Alexander Pama sa mga mamamayan bago pa man pagtulungan bayuhin ng Bagyong Mario at ng hanging habagat ang halos buong Luzon.

Isa na rito ang paglikas sa mga ligtas na lugar o evacuation center kung ang tinitirahan ay mababa o madaling bahain.

Sa Mimaropa, naka-alerto ang mga ahensiyang kabilang sa Regional Disaster Risk Reduction and Management Council, mga Provincial Disaster Risk Reduction and Management Council at  mga katulad nitong mga organisasyon gaya ng City Disaster Risk Reduction and Management Office at Municipal Disaster Risk Reduction and Management Office sa posibleng epekto ng habagat sa rehiyon.

Agad naglabas ng mga babala ang mga substation ng Coast Guard District Southern Luzon at Coast Guard District – Palawan sa mga sasakyan-dagat, maliit man o malaki matapos makakuha ng abiso mmula sa Pagasa-DOST.

Naka-antabay naman ang mga tauhan ng Philippine National Police (PNP-Mimaropa) sa lahat ng police provincial offices at Bureau of Fire Protection (BFP-Mimaropa) sa posibleng suportang kakailanganin ng mga lokal na pamahalaan.

Nakababad naman pagbabantay ang Department of Health – Mimaropa samantalang naghanda sa pagpoposisyon ng mga relief supply ang Department of Social Welfare and Development para sa mga lugar at islang malalayo at mahirap mapuntahan.

Binuhay naman ng Department of Public Works and Highways – Mimaropa ang kanilang mga Motor Vehicle User Charge teams at maintenance crew para sumugod at magkumpuni ng mga masisirang kalsada at mababarahang lansangan.

Tulad ng Coast Guard, PNP at BFP, ang Red Cross ng Calapan at ang 4^th Infantry Battalion ng Philippine Army  ay naghanda ng mga emergency - rescue unit para sumagip ng mga taong masusugatan, maiipit sa kanilang binahang bahay at ibang suportang kakailanganin ng mga lokal na pamahalaan.

Tuloy-tuloy naman ang pagdaloy ng impormasyon mula sa Office of Civil Defense – Mimaropa (OCD-Mimaropa) na walang tigil na nakikipag-ugnayan sa mga lokal na pamahalaan at pang-rehiyong ahensiya.

At sa abot ng kanilang makakaya, sinikap ng Philippine Information Agency – Mimaropa makatulong sa paghahatid ng mga impormasyong galing sa OCD-Mimaropa, mga substation ng Coast Guard District Southern Tagalog at Coast Guard District Palawan at mga lokal na pamahalaan ng Romblon at Marinduque. 

Kasama ng PIA-Mimaropa ang ilang mga kasamahan sa Philippine Broadcasting Service-Radyo ng Bayan, People's Television Network-4 at mga kaibigan sa iba pang media organization sa paghahatid ng mga balitang nangyayari sa rehiyon habang binubuhusan ng ulan ng habagat. (Lyndon Plantilla)

Mimaropa balik sigla matapos paulanan ng Habagat

QUEZON CITY, Setyembre 21, (PIA):  Mas maganda na ang kalagayan ng panahon ngayon sa Mimaropa kumpara noong mga nakaraang araw na maulan dahil sa Hanging Habagat.

Paminsan-minsan nagiging maulap ang papawirin, ngunit sapat ang lakas ng haring araw para pagpawisan at magpaypay ang mga tao tulad sa Calapan City Port (Oriental Mindoro) kahapon.

Kaya naman nanumbalik na ang mga papunta at pabalik na mga byahe (mga nasuspinde dahil sa sama ng panahon) sa Mimaropa tulad ng Calapan-Batangas; Banalacan (Mogpog, Marinduque) – Dalahican (Lucena City); Abra De Ilog (Occidental Mindoro) – Batangas; Odiongan (Romblon) – Batangas at Romblon (Romblon)- Batangas.

Noong kalakasan ng ulan nitong Biernes, iniulat ng Coast Guard District Southern Tagalog na may 1,168 na pasahero ang nanatili sa mga pantalan ng Romblon (Romblon), Calapan (Calapan City, Oriental Mindoro) at Mamburao (Occidental Mindoro).

Naistranded din ang may 86 na rolling cargoes, 11 sea vessels at walong banking de motor sa mga nasabing pantalan.

Dahil nga bumalik na ang mga byahe kasunod ng pagbuti ng panahon, malamang nakaalis na rin sa mga pantalan ang lahat na naistanded.

Sa ulat ng Office Civil Defense-Mimaropa, tila mas maraming ibinuhos na ulan ang habagat sa Occidental Mindoro para bahain ang ilang mga barangay sa mga bayan ng Calintaan, Magsaysay, Paluan, Sta. Cruz, Maburao at San Jose kumpara sa iba pang lalawigan.

May naiulat na pagbaha ring naganap sa  mga barangay ng Taclobo at  Poblacion San Fernando, Romblon.

Pero inaasahang bumaba na tubig sa mga lugar na binaha; madadaanan na rin ang mga spillway ng Pola sa Sta. Cruz at ang Anahawin at Villabeck sa Calintaan na pare-parehong umapaw noong kasagsagan ng ulan ayon sa Department of Public Works and Highways – Mimaropa.

Pero sa mga bayan ng Occidental Mindoro, ang mga bayan ng Calintaan at Magsaysay ang mayroong mga inilikas na 1,294 na pamilya sa walong evacuation center.

Tatlong bahay naman sa Calintaan ang naiulat na nasira samantalang ang Rizal ay nag-ulat na may mayroong isang bahagyang nadisgrasya ng pag-ulan sa kanilang bayan.

Patay-sindi rin ang kuryente sa Calintaan magmula noong Biernes ng umaga ngunit naiwasto naman pagsapit ng hapon.

Lahat ng mga evacuees at mga naistanded sa mga pantalan ay inaasikaso ng mga kawani ng mga social welfare and development office, mga municipal disaster risk reduction and management council, coast guard at iba pang mga awtoridad gaya ng Philippine Ports Authority. (Lyndon Plantilla)
